A SPECIAL MEETING of the City Council was held on Monday, August 29, 2005, starting at 4:20 p.m. in the James
Room of the Hotel Orrington for the purpose of conducting a Strategic Planning Workshop. Mayor Morton expressed
welcoming remarks to Council members and citizens who were present.
City Manager Julia Carroll announced that at this workshop Council members were ready to talk about setting a vision
for the City of Evanston. Mr. Oberwise urged them to think in longer terms, as much as 10 years, and what Evanston will
be like. Their task was to look at the future in different ways, about where the City will be in the future and what it will
look like. At the prior August 15 workshop, Council members were given an extensive amount of data to stimulate
thinking about critical issues facing the City.
Mr. Oberwise took Council members through a series of exercises starting with values identification, followed by a
SWOT analysis in which the current strengths, weaknesses, opportunities and threats to the City were identified. Key
trends that could impact the City were considered. There was discussion and work on a mission statement. The last task
was looking at how others view Evanston and, in the future, how Council would want others to view Evanston.
It was determined that another meeting was needed to finish the process. Ms. Carroll announced that Saturday, October 1
a Council workshop for strategic planning would be held from 9:00 a.m. to 1:00 p.m. Alderman Rainey suggested that
the workshop be held at the library or the Levy Center.
The workshop ended at 9:06 p.m.
