A SPECIAL MEETING of the City Council was called to order by Mayor Lorraine Morton on Monday, May 23, 2005,
at 6:40 p.m. in the Council Chamber.
Deputy City Clerk Mayre Press read the official call for the Special City Council Meeting:
“I, Lorraine Morton, Mayor of the City of Evanston, pursuant to Council Rule 16.3, call for a Special Meeting
of the Evanston City Council on Monday, May 23, 2005 at 6:40 p.m. in the City Council Chambers, for the
purpose of amending City Council Rules with respect to the membership of the Planning and Development
Committee, the meeting times of the Planning and Development Committee and the Administration and Public
Works Committee, and the power of appointment to the Parking Committee.”
Consideration of Amendments to the City Council Rules - Consideration of Resolution 36-R-05,
which amends existing Council Rules that will apply to the 77th Council of the City of Evanston.
Alderman Moran moved approval of the amendments to the Council Rules. Seconded by Alderman Wynne.
Alderman Rainey moved to amend the Rules to add one person to the A&PW Committee (from four members to five
members), that person being herself. Seconded by Alderman Moran.
Voice vote on motion. Motion carried, no nays.
City Manager Julia Carroll announced that she had distributed the Chairmanship Schedule for the Standing Committees,
which will now be updated to include Alderman Rainey as part of the Administration & Public Works Committee.
Alderman Moran noted that the recommendations of the Rules Committee did not include a suggestion as to which City
Council members would serve on the 911-Emergency Telephone System Board. He recalled that Rules Committee
discussion indicated that he and Alderman Rainey would serve as members of the 911 Board.
Alderman Moran moved to further amend the motion to so indicate that Aldermen Moran and Rainey would serve on
the 911-Emergency Telephone System Board. Seconded by Alderman Wynne.
Voice vote on motion. Motion carried, no nays.
Roll call. Voting aye – Wollin, Jean-Baptiste, Wynne, Bernstein, Holmes, Moran, Tisdahl, Rainey, Hansen. Voting nay
– none. Motion carried (9-0).
There being no further business to come before Council, Mayor Morton adjourned the meeting at 6:47 p.m.
