A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADMINISTER
THE HOWARD AND MAIN STREET GRANT SHARING PROGRAM
WHEREAS, the City's infrastructure improvement projects on Howard
Street and Main Street had a reported demonstrable negative impact on small
businesses near those infrastructure projects during the COVID-19 recovery period due
to street parking restrictions, noise, construction equipment, and dirt; and
WHEREAS, the infrastructure construction impacted the ability of
consumers to drive, park, bike, and even walk in the impacted areas to patronize
businesses during a the summer months, a traditionally busy time for local businesses;

WHEREAS, the infrastructure construction impacted the ability of
consumers to enjoy restaurants in the areas during the relaxed public health protocols
allowed by Phase 5 of Illinois' COVID-19 response; and
WHEREAS, businesses in the areas were unable to adequately financially
prepare for these construction impacts due to already -reduced consumer spending
caused by the COVID-19 public health emergency; and
WHEREAS, while the City does not normally reimburse businesses for
construction -related business losses, there is no precedent for the economic and
social impacts caused by the COVID-19 pandemic and the related public health
emergency declarations; and

WHEREAS, based on these extraordinary circumstances, the City has
proposed a one-time Howard and Main Street Grant Sharing Program (the "Program")
to assist retail and food establishments affected by the COVID-19 pandemic and the
Main Street and Howard Street construction projects; and
WHEREAS, eligible businesses located in the impacted areas will need
to demonstrate revenue decline year -over -year during the construction impact periods
in order to receive grant funds; and
WHEREAS, the City will reimburse up to fifty percent (50%) of the
revenue differential year over year up to twenty-five thousand dollars ($25,000) for the
construction periods; and
WHEREAS, the Program will use approximately one hundred fifty
thousand dollars ($150,000) of unencumbered funds from the Economic Development
accounts to fund the Program; and
WHEREAS, the City Council finds that devoting grant funds to impacted
businesses via the Program to be in the best interests of the City of Evanston and its
residents,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: The City Manager along with Economic Development staff,
are hereby authorized and directed to administer the Howard and Main Street Grant
Sharing Program, whose guidelines are attached hereto as Exhibit 1" and incorporated
herein by reference.

SECTION 2: The City Manager or her designee(s) is hereby authorized
and directed to negotiate any additional conditions of the Program as she may
determine to be in the best interests of the City.
SECTION 3: This Resolution 117-R-21 shall be in full force and effect
from and after its passage and approval in the manner provided by law.

Howard Street Corridor Project - Street & Streetscape Improvements

Project Description
The Howard Street Project is scheduled to resume during the first week of March, weather permitting.
Construction activities include streetscape, sidewalk, bike lane, street light & traffic signal improvements. The
streetscape on north and south side of Howard Street will be similar to the existing streetscape east of Ridge.
The brick courses east of Ridge will be reconstructed on concrete base. To minimize disruption, construction
activates will be completed in phases as indicated below:
Phase 1: Callan/ Winchester to Ridge — March to May 2021
Phase 2: Ridge to Asbury/ Western — June to July 2021
Phase 3: Asbury/ Western to Target Access Drive/ Sacramento — August to September 2021
Phase 4: Final street paving, Callan to Target Access Drive/ Sacramento — September to October 2021
The final phase of the project will include grinding the street, patching the street base, asphalt paving, pavement
markings and tree plantings. These construction activities will be completed on the north (Evanston) side
followed by the south (Chicago) side of the street. A modified traffic pattern will be implemented during this
phase, shifting all traffic to the south side during construction on the north side (and vice versa) to accommodate
the construction activities. During construction, one lane of traffic in each direction will be maintained on Howard
Street, and access to the businesses will be maintained at all times. The actual date when construction is
planned will be noted on the temporary "NO PARKING" signs posted 48 hours prior to the start of the work. The
construction activities will create some inconveniences for the abutting businesses and residents, but we will
attempt to minimize these issues. Construction zone "No Parking Any Time" within the work area of each
phase will be in effect for the duration of construction in that section.
Background
The City of Evanston, in coordination with City of Chicago, has undertaken the Howard Street Improvement
Project to improve transit operations and pedestrian safety along Howard Street. The project includes roadway
resurfacing/rehabilitation, replacement of curb and gutter as needed, installation of new water main (completed in
2020), sewer work and drainage structures, installing new streetscape and roadway lighting elements. New
traffic signal installations will occur at the intersections of Howard and Dodge/California and at Howard and
Custer/Damen. A project location map is included on the back of this newsletter. The Howard Street
Improvement Project is part of the city's continuous program to improve the roadway system throughout the
community and is funded by federal and local funds.
Contractor
The contractor for this project is ACURA Inc. located at 556 County Line Road, Bensenville, IL 60106.
City Monitoring
The City has retained Christopher B. Burke Engineering, Ltd. to monitor the project. If you have any questions or

Main Street Water Main Improvements

Project Description
Over the next four months, water main improvements will be taking place along Main Street from Maple Avenue
to Hinman Avenue. This work involves replacement of deteriorated water mains, water service line replacement
from the new main to the parkway, minor sewer improvements, and street patching. These water and sewer
improvements are the first phase of work on the Main Street Improvements Project. The second phase of work is
currently planned for construction in 2022 and will include complete streetscape improvements, lighting
upgrades, sidewalk and ADA ramp reconstruction, roadway rehabilitation, traffic signal upgrades, and
landscaping.
Project Schedule
The project is anticipated to begin in the next two weeks and be completed in September. The exact date
construction activities are scheduled to begin will be noted on message boards posted along the corridor and on
the temporary construction zone no parking signs posted a minimum of 48 hours to one week in advance of the
work. Every effort will be made to complete the work in a timely manner to minimize any inconveniences caused
by the construction.
Parking and Traffic Control
Parking will be prohibited during daytime work hours (7:00 AM to 4:00 PM) while construction takes place.
Parking restrictions will be kept to the active work zone as much as possible and the City will make every effort to
minimize parking loss throughout the corridor during construction. Parking Lot #24 at 727 Main Street will remain
open and accessible for the duration of the project.
During daytime working hours (7:00 AM to 4:00 PM), portions of Main Street between Maple Ave. and Chicago
Ave. will be one-way in the east bound direction only. Westbound thru traffic will follow the posted detour which
can be found on the reverse of this newsletter.
Contractor
The contractor for this project is Pan -Oceanic Engineering Co, Inc., 6436 W. Higgins Avenue, Chicago, IL 60656.
City Monitoring
The City has retained Patrick Engineering Inc. to monitor the project. If you have any questions or concerns
