HomeMy WebLinkAbout091-R-21 Allocating $850,000 in ARPA Funding to 2021 Equipment Replacements9/27/2021 91-R-21 A RESOLUTION Allocating American Rescue Plan Act Funds to the Equipment Replacement Fund WHEREAS, the City of Evanston is the recipient of approximately forty- three million dollars ($43,000,000) in funds from the federal government's American Rescue Plan Act ("ARPA"); and WHEREAS, City Staff conducted multiple town hall meetings with the community in order to receive feedback on how the ARPA funds should be spent; and WHEREAS, it is an identified priority of ARPA to provide much needed aid directly to state and local governments; and WHEREAS, it has been determined that a portion of ARPA funding will be for City finances and infrastructure; and WHEREAS, using ARPA funds for equipment replacement will avoid the necessity of borrowing for these projects in 2021, reducing debt service for the Equipment Replacement Fund, and mitigating the need to increase other City fees in order to pay debt service; and WHEREAS, City Staff is requesting approval to use ARPA funds in the amount of Eight -hundred Fifty Thousand dollars ($850,000) to fund equipment replacement for 2021. NOW BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS: SECTION 1: The City Council hereby adopts the foregoing recitals as its findings, as if fully set forth herein. 77-R-21 SECTION 2: The City Council authorizes the allocation of ARPA funds in the amount of Eight -hundred Fifty Thousand dollars ($850,000) for equipment replacement for 2021. Vehicle 252 has had 55 repairs and $21,497.86 in in-house and outside vendor repairs. ADMIN - These repairs are extending over the life of the vehicle that was purchased in 252 Ford F350 4x2 2006 FACILITIES $33,475.00 2006 for $38,731.35. New Vehicle: 2021 Ford Full Size Transit Van used by the Administrative Services - Facilities Division. Vehicle 254 replaced a 2006 Ford Van. Vehicle 254 has had 76 repairs and $19,405.71 in in-house and outside vendor repairs. ADMIN - These repairs are extending over the life of the vehicle that was purchased in 254 Ford E350 2006 FACILITIES $27,811.00 2006 for $25,825.00. New Vehicle 2018 Ford F250 replaced 2005 Ford F250 used by the Administrative Services Department - Facilities and Fleet Management Division. The vehicle was purchased on May 1, 2005 for $28,702. There have been 87 in-house and outside vendor repairs and maintenance visits, totalling approximately $25,000 and are extending over the life of the vehicle. Mileage is ADMIN - currently 48,508. There have been approximately 84 in-house and outside RTV1100CWX PWA - vendor repairs and maintenance visits, totalling approximately $59,000 and are 509 (old 506) L-H 2O11 GREENWAYS $39,171.82 extending over the life of the vehicle. Mileage is currently 1660. BigTex 35SA PWA - 515 (trailer) 1999 GREENWAYS New Vehicle: 2021 Jeep Wrangler used by the Forestry Division of the Public Works Agency. Vehicle #532 replaced a 2001 Jeep Wrangler. Vehicle 532 has had 167 repairs and $71,544.89 in in-house and outside vendor repairs. These Jeep Wranger PWA - repairs are extending over the life of the vehicle that was purchased in 2001 for 532 4WD 2001 FORESTRY $48,151.66 $21,495.01. New Vehicle: Vermeer BC1500 used by the Forestry Division of the Public Works Agency. Vehicle 803 replaced a 2002 Vermeer BC 1000. PWA- 638 Ford F450 4x4 2012 STREETS New Vehicle: Caterpillar Model 272D3 XPS Skid Steer Loader with various buckets, snow pusher, jackhammer, auger, cold planer and extended 60 month/4,000 hour warranty (as opposed to the standard 24 month/2,000 hour warranty). A Towmaster Model TC-12D Trailer (610T) is also being purchased for exclusive use with this piece of equipment. The Skid Steer costs $124,900 and the Towmaster Trailer costs $7,590, for a consolidated purchase price/quote of $134,490 from Altofer CAT. The existing vehicle will be PWA - auctioned. 642 and 642T CAT 236 2000 STREETS $134,490.00 New Vehicle: CAT 938M used by the Streets Division of the Public Works Agency. Vehicle 659 replaced a 2000 John Deere 644H. Vehicle 659 has had over 400 repairs and $321,489.04 in in-house and outside vendor repairs. John Deere PWA - These repairs are extending over the life of the vehicle that was purchased in 659 644H 2O00 STREETS $213,500.00 2000 for $188,090.01. New Vehicle: John Deere 670G FT4 Motor Grader used by the Public Works Agency's Streets Division. Vehicle 683 replaced a 1995 CAT 140H. Vehicle 683 has had over 350 repairs and $267,470.60 in in-house and outside vendor PWA - repairs. These repairs are extending over the life of the vehicle that was 685 (was 683) CAT 140H 1995 STREETS $287,530.00 purchased in 1995 for $150,139.06. New Vehicle: Crane Carrier LET2-44 with a refuse loader used by the Recycling Division of the Public Works Agency. Vehicle 721 replaced a 2008 Crane Carrier LET 2-40. Vehicle 721 has had 223 repairs and $199,200.28 in CCC LET-2- PWA - in-house and outside vendor repairs. These repairs are extending over the life 721 40 2008 RECYCLING $279,957.00 of the vehicle that was purchased in 2008 for $190,670.00. International PWA - 737 4700LP 1999 RECYCLING 766 Chevy Bus 2005 PRCS New Vehicle: Versalift International HV607 with a VersaliftAerial Body to be used by the Public Services Bureau for Forestry Operations. Ordered in 2020 826 Aerial Chipper $208,525.00 but not completed/delivered until 2021. The new vehicle will be a Peterbilt 348 with a Heavy Duty Log Hauler Body and a Palfinger Epsilon Q170L Grapple. 828 replaced a 2007 International 7400 used by the Public Works Agency - Forestry Division. The vehicle was International purchased on November 15, 2006 for $84,025. The vehicle has had 201 in- 7400 6x4 house and outside vendor repairs and maintenance visits, totaling (being PWA - approximately $147,000 and are extending over the life of the vehicle. Mileage 828 replaced) 2007 FORESTRY $211,185.00 is currently 42,942. Harris PWA - 911 Pontoon 1970 WATER Water wants to fund replacement in 2028. International PWA - 923 7400 6x4 2008 WATER Water wants to fund repalcement in 2024. 944 Clark C500-50 19811 PWA- WATER Water wants to fund replacement in 2022. New Vehicle: a 2021 Sullair 185 DPQ, will replace Vehicle #975 air compressor currently used by the Water Department. Vehicle #975 replaced a 1996 Ingersol Rand P185WJD portable air compressor. This vehicle had 24 IR P185WJD PWA- visits to Fleet for repairs costing $21,119.95. These repairs are extending over 974 (was 975) (compressor) 1996 WATER $21,950.00 the life of the equipment that was purchased in 1995 for $13,836. The lift is used by the Administrative Services Department/Facilities & Fleet Fleet Lift - ADMIN - Management Division at the Service Center for repairs and maintenance to the x 75,000 lbs. - FLEET $121,869.12 City's fleet. Purchases were made from Equipment Replacement Fund ($1.6M for 2021) TOTAL: $2,120,055.60 and the Sewer, Water, Parking, Facilities, and other funds.
