A RESOLUTION
Allocating American Rescue Plan Act Funds to the Equipment
Replacement Fund
WHEREAS, the City of Evanston is the recipient of approximately forty-
three million dollars ($43,000,000) in funds from the federal government's American
Rescue Plan Act ("ARPA"); and
WHEREAS, City Staff conducted multiple town hall meetings with the
community in order to receive feedback on how the ARPA funds should be spent; and
WHEREAS, it is an identified priority of ARPA to provide much needed
aid directly to state and local governments; and
WHEREAS, it has been determined that a portion of ARPA funding will
be for City finances and infrastructure; and
WHEREAS, using ARPA funds for equipment replacement will avoid the
necessity of borrowing for these projects in 2021, reducing debt service for the
Equipment Replacement Fund, and mitigating the need to increase other City fees in
order to pay debt service; and
WHEREAS, City Staff is requesting approval to use ARPA funds in the
amount of Eight -hundred Fifty Thousand dollars ($850,000) to fund equipment
replacement for 2021.
NOW BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: The City Council hereby adopts the foregoing recitals as its
findings, as if fully set forth herein.

SECTION 2: The City Council authorizes the allocation of ARPA funds in
the amount of Eight -hundred Fifty Thousand dollars ($850,000) for equipment
replacement for 2021.
SECTION 3: This resolution shall be in full force and effect from and after
its passage and approval, in the manner provided by law.

Works Agency. Vehicle 803 replaced a 2002 Vermeer BC 1000. Vehicle 563

warranty). A Towmaster Model TC-12D Trailer (610T) is also being purchased
for exclusive use with this piece of equipment. The Skid Steer costs $124,900
and the Towmaster Trailer costs $7,590, for a consolidated purchase
price/quote of $134,490 from Altofer CAT. The existing vehicle will be
