079-R-21 Authorizing the Allocation of ARPA Funds in the Amount of Three Hundred Thousand Dollars ($300,000) for the Guaranteed Income Pilot Program
8/9/2021 8/11 /2021 79-R-21 A RESOLUTION Creating a Guaranteed Income Pilot Program WHEREAS, the City of Evanston is the recipient of approximately forty- three million dollars ($43,000,000) in funds from the federal government's American Rescue Plan Act ("ARPA"); and WHEREAS, in March 2021, Northwestern University President Morty Schapiro and Mayor Stephen Hagerty announced a one million dollar ($1,000,000) allocation to the Northwestern Good Neighbor Racial Equity Fund; and WHEREAS, the purpose of the Northwestern Good Neighbor Racial Equity Fund is to support projects and programs that uplift Evanston's most marginalized community members; and WHEREAS, three -hundred thousand ($300,000) of the Northwestern Good Neighbor Racial Equity Fund was earmarked for the creation of a Guaranteed Income Pilot Program; and WHEREAS, Guaranteed Income (also referred to as Universal Basic Income), is a cash transfer program that provides monthly unrestricted cash payments to individuals or households; and WHEREAS, the Pilot Program would begin with a total budget of six - hundred thousand dollars ($600,000); and o© 79-R-21 WHEREAS, City Staff requests approval to authorize seven -hundred thousand dollars ($700,000) in ARPA funds which would provide over twice of the funding to match the three -hundred thousand ($300,000) earmarked from the Northwestern Good Neighbor Racial Equity Fund. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS: SECTION 1: The City Council hereby adopts the foregoing recitals as its findings, as if fully set forth herein.
