A RESOLUTION
Allocating American Rescue Plan Act Funds to Water and Parking
Capital Improvement Projects
WHEREAS, the City of Evanston is the recipient of approximately forty-
three million dollars ($43,000,000) in funds from the federal government's American
Rescue Plan Act ("ARPA"); and
WHEREAS, City Staff conducted multiple town hall meetings with the
community in order to receive feedback on how the ARPA funds should be spent; and
WHEREAS, it is an identified priority of ARPA to provide much needed
aid directly to state and local governments; and
WHEREAS, it has been determined that a portion of ARPA funding will
be for City finances and infrastructure; and
WHEREAS, using ARPA funds for water and parking capital
improvement projects will avoid the necessity of borrowing for these projects in 2021,
reducing debt service for Water and Parking Funds, and mitigating the need to
increase water and parking rates in order to pay debt service; and
WHEREAS, City Staff is requesting approval to use ARPA funds in the
amount of three million dollars ($3,000,000) to fund water capital projects and nine -
hundred fifty thousand dollars ($950,000) for parking capital projects.
NOW BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS:

SECTION 1: The City Council hereby adopts the foregoing recitals as its
findings, as if fully set forth herein.
SECTION 2: The City Council authorizes the allocation of ARPA funds in
the amount of three million dollars ($3,000,000) for water capital projects and nine
hundred fifty thousand dollars ($950,000) for parking capital projects.
SECTION 3: This resolution shall be in full force and effect from and after
its passage and approval, in the manner provided by law.
