HomeMy WebLinkAbout036-R-21 Emergency Contract & Payments to Garland for Urgent Roof Rehabilitation for Fire Station No. 436-R-21 A RESOLUTION Authorizing the City Manager to Execute an Emergency Contract and Payments to Garland/DBS Inc. for Emergency Roof Rehabilitation for the City of Evanston Fire Station No. 4 WHEREAS, on February 12, 2021, the City of Evanston's Fire Department reported a significant water leak from the roof into the living quarters at Fire Station No.; and WHEREAS, Fire Station No. 4 is critical to the operations of the City of Evanston Fire Department and has been taken out of service until the damage can be mitigated; and WHEREAS, with Fire Station No. 4 out of service, emergency response time are increased to portions of Evanston; and WHEREAS, pursuant to Evanston Municipal Code §1-17-1 (A): "... the City Manager or his/her designee shall have the authority to make purchases in excess of twenty-five thousand dollars ($25,000.00) without prior council approval when there is an imminent threat to the property of the City or its citizens or the health and welfare of its citizens; or when there is a substantial economic benefit to the City not otherwise obtainable; providing, however, that a report of said purchase shall be promptly made to the City Council;" and WHEREAS, the City Manager has authorized staff to execute an emergency contract for emergency repairs to rehabilitate the roof to stop ongoing damage so that the Fire Station No. 4 can be placed back into service ; and WHEREAS, the cost for this work to date is estimated to be no more than Page 1 of 3 $225,000; and WHEREAS, additional costs have been determined necessary for the remediation of water damage at Fire Station No. 4 in the amount of up to $85,000; and WHEREAS, additional window, door and HVAC improvements may also be required to mitigate future moisture issues at Fire Station 4 in the amount of up $20,000; WHEREAS, funding for this project will be provided from the Capital Improvement Project ("CIP") 2021 General Obligation Bonds for Facilities Contingency, which was budgeted at Six Hundred Thousand Dollars ($600,000.00) for 2021. NOW BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS: SECTION 1: That the foregoing recitals are hereby found as fact and incorporated herein by reference. SECTION 2: The City Manager is hereby reporting that a contract for emergency work and payment up to $225,000 roof rehabilitation for the City of Evanston Fire Station No. 4 will be paid to Garland/DBS, and the City Clerk is hereby authorized and directed to attest, on behalf of the City of Evanston. A copy of the emergency contract is attached hereto as EXHIBIT A. It is a small station with two main areas: a living quarters area and an apparatus bay. The living quarters includes the following areas: • Day Room • Kitchen • Female Bunkroom w/restroom • Male Bunkroom • Male Restroom • Operations Room Livina Quarters Roofina Issue: On 2/12/21, Fire Station No. 4 developed a water leak from the roof area into the Day Room. Facilities Management (FM) has attempted to isolate the area to collect water and protect the furnishings. Access to the living quarters was restricted. During the ongoing snow event, the apparatus bay was utilized to stage equipment in order to reduce response times. (The apparatus bay has a separate roof and heating system, and so it is able to be isolated from the living quarters.) Once the roads were cleared, staff and equipment were relocated to other fire stations. Because of the excess snow on the roof, staff was unable to immediately assess the roof condition. An ice dam had built up in the gutters, a condition that frequently contributes to roof leaks by preventing snow melt from draining off the roof. As the water ponds on the roof, the water pressure forces the water back up under the shingles allowing it to leak into the interior of the building. FM staff removed the ice dam, but a significant amount of snow remained. The living quarters roof is an asphalt shingle roof installed in 2011 by Riddiford Roofing. On Tuesday, February 23, Riddiford Roofing visited the site and did a preliminary inspection of the roof. Their representative indicated that they thought the water infiltration was likely caused by ice damming, but the snow still prevented a full inspection, so this was not definitive. While the roof is under warranty, ice damming invalidates the warranty. On 3/3/21, staff met with Garland/DBS, the consultant that currently works with the City on roofing projects under the Sourcewell government cooperative purchasing program. Garland is currently providing quotes to repair or replace the roof on the living quarters. Because of the low slope of the roof, ice damming may continue to be an issue, so replacing the roof to include better waterproofing may be preferable. The quotes are expected on Wednesday of this week. Air Qualitv Concerns: As previously stated, the apparatus bay has a separate roof from the living quarters. However, staff working at the station expressed concerns that mold might be present because of the water leaks. On 02/17/21, Midwest Environmental performed a visual inspection of the living quarters and apparatus bay and took air samples in order to look for mold spores. Mold was visually seen on the underside of the roof in the living quarters but not in the apparatus bay. The City received the analysis report on 3/5/21. The analysis indicates elevated levels of mold in the Day Room, and notes clear evidence of water leaks. It indicates slightly elevated levels of mold in the apparatus bay, but also states that this is somewhat inconclusive. This is because the way that mold level is determined to be elevated is by comparing it to an outdoor sample, and samples taken outdoors are not accurate if taken immediately after heavy rain or snow. The species of mold predominantly present is typical of mold found in building and construction materials that have been saturated with water. Remediation Recommendations: The recommendations for both spaces are to hire a company to complete remediation, which is the plan recommended by City staff. The remediation for the apparatus bay should be fairly quick (estimated at 2 weeks), but the day room will take much longer since the roof will need to be repaired first prior to remediation (estimated at 1-2 months). Engineering staff is in the process of receiving quotes on both the apparatus bay remediation and the living quarters roof. Staff Safetv: The City is committed to providing a safe working environment for all City staff. Information on mold can be found at the Illinois Environmental Protection Agency website at httDs://www.eoa.aov/mold/mold-and-health,. The City will provide more complete information to staff at a later date. Fire Operations and Resaonse Times Impact: From February 12, until present day Engine 24 has been responding from Fire 2. EFD response times have increased on an average of 1 minute and 45 seconds. Ambulance 22, which is normally located at Fire 2, was moved to Fire 1 in order to accommodate Engine 24. The Evanston Fire Department runs three 24 hour shifts, engine 24 is a three firefighter company. At this time there are 9 members assigned to this station. When these members are on leave other firefighters are assigned to this station to relieve them. Chief Polep is working with Facilities Management and City staff to determine an alternative staging location to reduce the response time for Engine 24.
