HomeMy WebLinkAbout044-R-21 Waiving the Standard Purchasing Process for Improvements at Evanston Fire Station No. 4 to Expedite the Construction Process04/05/2021 44-R-21 A RESOLUTION A Resolution Authorizing the City Manager to Waive the Standard Purchasing Process for Improvements at Evanston Fire Station No. 4 to Expedite the Construction Process WHEREAS, the City of Evanston and the Evanston Fire Department support the inclusive hiring of staff regardless of gender or gender orientation; and WHEREAS, the Evanston Fire Department supports all existing staff regardless of gender or gender orientation; and WHEREAS, Evanston Fire Department staff work and live together in close quarters for 24 hour shifts; and WHEREAS, the Evanston Fire Department promotes providing basic privacy in fire station living quarters; and WHEREAS, Fire Station No. 4 requires remodeling of the bunk room and restroom in order to provide semi -private sleeping quarters and a gender -neutral restroom; and WHEREAS, Fire Station No. 4 currently requires carpentry and HVAC work in the living quarters to complete repairs following the remediation of water damage and mold, and to prevent future water damage; and WHEREAS, Fire Station No. 4 is an essential facility and it is desirable to minimize downtime due to construction; and WHEREAS, remodeling work is considered non -emergency and requires City Council approval to waive the requirements of the purchasing process; and WHEREAS, a standard purchasing process would cause Station No. 4 to be out of service an additional two or more months; and WHEREAS, it is in the City's best interest to minimize the time that Station No. 4 is out of service. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COUNTY OF COOK,, STATE OF ILLINOIS: SECTION 1: The City Council of the City of Evanston authorizes the City Manager to waive the standard purchasing process for the construction of improvements related to privacy and gender -related enhancements at Fire Station No. 4 and will allow a competitive procurement process utilizing the solicitation of quotes from a minimum of four businesses. SECTION 2: Resolution 44-R-21 shall be in full force and effect from and after its passage and approval in the manner provided by law.
