HomeMy WebLinkAbout070-R-21 Authorizing the City Manager to Enter into a Memorandum of Understanding with Canal Shores to Manage Public Parking and Tailgating at Canal Shores Golf Course During Northwestern University College Football Seasons7/12/2021 70-R-21 A RESOLUTION Authorizing the City Manager to Enter into a Memorandum of Understanding with Canal Shores to Manage Public Parking and Tailgating at Canal Shores Golf Course During Northwestern University College Football Seasons WHEREAS, The City of Evanston (the "City") leases land from the Metropolitan Water Reclamation District of Greater Chicago ("MWRD") covering approximately 90 acres which includes portions of the golf course commonly known as Canal Shores Golf Course; and WHEREAS, the lease with MWRD requires the City to utilize the land for the benefit of the public, which includes offering parking and tailgating to the general public on Northwestern University home football games; and WHEREAS, the City wish to utilize a portion Canal Shores Golf Course through the 2023-24 football season for general public parking and tailgating (to be operated and managed by Evanston Wilmette Golf Course, Inc, hereafter "Canal Shores"), including for Northwestern University fans and ticketholders; and MWRD; and WHEREAS, such activities are allowed under the amended lease with WHEREAS, the City agrees to allow Canal Shores to operate and manage the tailgating and parking subject to an MOU and SOP, drafts of which are attached as Exhibit A; and WHEREAS, allowing parking and tailgating at Canal Shores would provide a public benefit; and Page 3 of 119 12-R-17 NOW BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COUNTY OF COOK, ILLINOIS: SECTION 1: The City hereby appoints Canal Shores as its agent to operate and manage parking and tailgating on the Canal Shores Golf Course during Northwestern University home football games. The City Manager is hereby authorized and directed to enter into a Memorandum of Understanding ("MOU") with Canal Shores to operate and manage tailgating and parking subject to the SOP with Northwestern attached as Exhibit A. SECTION 2: The City Manager is hereby authorized and directed to negotiate any additional terms and conditions of said MOU that she deems to be in the best interests of the City. SECTION 3: This Resolution shall be in full force and effect from and after its passage and approval, in the manner provided by law.
