A RESOLUTION
To Test the Lead and Copper Sampling in all Nine Wards
WHEREAS, the United States Environmental Protection Agency (USEPA)
established the Lead and Copper Rule (LCR) in 1991 pursuant to the Safe Drinking
Water Act to protect public health and reduce exposure to lead in drinking water; and
WHEREAS, the Safe Drinking Water Act required water suppliers to test
for Lead and Copper; and
WHEREAS, in 1991, Evanston lead testing results exceeded the Lead
Action Level of 15 parts per billion and therefore Evanston began adding a certified
corrosion control inhibitor called orthophosphate to the water beginning in 1992; and
WHEREAS, Evanston was required to establish 30 official lead and
copper compliance sample sites and sample for Ilead and copper every three years; and
WHEREAS, the majority of the lead and copper compliance sample sites
were located in the sixth and seventh wards prior to 2020; and
WHEREAS, while Evanston is unable to modify the location of the official
lead and copper compliance sample sites, Evanston can perform additional lead and
copper sampling; and
WHEREAS, residents have requested that lead and copper compliance
sample sites be equally represented throughout all wards of the City; and
NOW BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS:

SECTION 1: The Evanston Water Utility shall collect lead and copper
samples for at least three properties in each of the nine wards in Evanston.

SECTION 2: The results of these samples shall be documented on the
