A RESOLUTION
Designating that Portion of Austin Street
between Asbury Avenue and Barton Avenue with
the Honorary Street Name Sign, "Dr. Richard E. Lyons Way"
WHEREAS, Dr. Richard E. Lyons, was the Alderman of the City of
Evanston's 8th Ward during the 1960's and 1970's, and was known as "the conscience"
of the Council; and
WHEREAS, during his time as Alderman, Dr. Lyons was instrumental in
codifying open and fair housing practices in Evanston, initiated CPR training for the
City's EMT's, handled the City's park consolidation with the Ridgeville Park District, and
applied for matching federal funds for City projects; and
0 WHEREAS, Dr. Lyons is a retired anesthesiologist of St. Francis Hospital,
and has resided in Evanston since 1957; and
WHEREAS, all four (4) of Dr. Lyons' children were educated in Evanston
public schools, and his wife was an active with District 65, volunteered at the Children's
Society, was a member of the League of Women Voters, and was a Congressional aide
to Abner J. Mikva in the 1970's and 1980's,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS, THAT:
SECTION 1: The foregoing recitals are hereby found as fact and
incorporated herein by reference.

SECTION 2: On behalf of the entire citizenry of the City of Evanston, the
City Council hereby expresses appreciation for Dr. Richard E. Lyons by designating that
portion of Austin Street between Asbury Avenue and Barton Avenue "Dr. Richard E.
Lyons Way."
SECTION 3: That this Resolution 40-R-13 shall be in full force and effect
from and after the date of its passage and approval in the manner provided by law.
