A RESOLUTION.
Authorizing the Interim City Manager to, Submit, an�Appl!cation to the
United States Department,of Housing and Urban Development for
Neigh borhood'StabiIization,Program 2 Funds
WHEREAS; the Congress of the United States did pass the American
Reinvestment and Recovery Act of 2009 to fund additional activities initiated under the
Housing and Economic Recovery Act of 2008, referred to as the Neighborhood
Stabilization Program 2 (NSP2), to rapidly arrest decline resulting from concentrations
of abandoned or foreclosed properties and to invest funds in housing and economic
development programs and projects that will revitalize targeted neighborhoods and
position them for a sustainable role in the community; and
WHEREAS, the United States Department of Housing and Urban
Development (HUD) has appropriated one billion, nine hundred thirty million dollars
($1,930,000,000) in NSP2 funding, which will be -awarded through national competition,
and is seeking housing redevelopment proposals that are most effective at revitalizing
areas which have been negatively impacted'by foreclosures, high -risk mortgages, and
concentrations of abandoned or foreclosed properties; and
WHEREAS, HUD also requires that this funding shall benefit households
at or below one hundred twenty percent (120%) of area median income, and that no
less than twenty-five percent (25%) of the funds be used for purchase and
redevelopment of abandoned foreclosed -upon homes and residential properties to
house individuals and families whose incomes do not exceed fifty percent (50%) of area
median income; and

WHEREAS, two census tracts in the City of Evanston, 8092 and 8102,
have been identified b HUD as areas of greatest need; and

WHEREAS, HUD allows for inclusion of a private partner in the submitting
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF EVANSTON, ILLINOIS:
SECTION 1: That the foregoing recitals are hereby found as fact and
made a part hereof.
SECTION 2: That the Interim City Manager of the City of Evanston is
hereby authorized to transmit said application for Neighborhood Stabilization Program 2
funds to the United States Department of Housing and Urban Development, and to
provide any additional information as may be required by HUD.
SECTION 3: That the City intends to form a partnership with Brinshore •
Development, LLC, to achieve the objectives of the Neighborhood Stabilization Program
2 proposal.
SECTION 4: That this Resolution 57-R-09 shall be in full force and effect
from and after the date of its passage and approval in the manner provided by law.
