HomeMy WebLinkAboutRESOLUTIONS-2009-031-R-09s 4/17/2009 31-R-09 A RESOLUTION Authorizing the Interim City Manager to Submit an Application to the State of Illinois for Neighborhood Stabilization Program Funds WHEREAS, the Congress of the United States did pass the Housing and Economic Recovery Act of 2008 which authorized the Neighborhood Stabilization Program (NSP) to provide emergency assistance for the acquisition and redevelopment of foreclosed and abandoned properties for the purpose of providing housing and economic development for households at or below one hundred twenty percent (120%) of area median income, and to remove these properties as sources of blight in their neighborhoods; and WHEREAS, the State of Illinois is receiving fifty-three million, one hundred thirteen thousand, forty-four dollars ($53,113,044.00) in NSP funds, and is seeking housing redevelopment project proposals to revitalize and stabilize those areas of greatest need that have been most negatively impacted by foreclosures, high -risk mortgages, and high rates of abandoned or vacant properties; and WHEREAS, in addition, the State of Illinois seeks to ensure that NSP funds are used to benefit the priority populations and goals identified in the Illinois Comprehensive Housing Planning Act (PA 94-965), including households in need of affordable rental housing, low and moderate income households, very 31-R-09 low income households, low income seniors low inc ome persons with disabilities, homeless persons and those at risk of homelessness, persons participating in "live near work" initiatives, and the preservation of affordable housing for low income persons (Priority Populations); and WHEREAS, three census tracts in the City of Evanston, 8092, 8097, and 8102, have been identified by the State of Illinois as areas of greatest need based on the guidelines established by the United States Department of Housing & Urban Development which administers the NSP programs; and WHEREAS, the Evanston Housing Commission, which advises the City Council on housing related issues and activities, discussed the Neighborhood Stabilization Program at its April 16, 2009, meeting, provided guidance and input regarding the City's program design, and voted to support the City's application for NSP funding; and WHEREAS, the State of Illinois requires a resolution approving the application for Neighborhood Stabilization Program funds from the governing body of any municipality applying for funding as a Lead Applicant. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS: SECTION 1: That the foregoing recitals are hereby found as fact and made a part hereof. SECTION 2: That the Interim City Manager of the City of Evanston is hereby authorized to transmit said application for Neighborhood Stabilization 6 —2— 31-R-09 • • Program funds to the State of Illinois, and to provide any additional information as may be required by the State. SECTION 3: That this Resolution 31-R-09 shall be in full force and effect from and after the date of its passage and approval in the manner provided by law. i $Lraine H.
