HomeMy WebLinkAboutRESOLUTIONS-2009-015-R-09• 3/24/2009 2/25!2009 15-R-09 A RESOLUTION Relating to Water and Sewer Rates, Capital, and Revenue Opportunities for the Evanston Water Utility WHEREAS, the City of Evanston has owned and operated a water plant utility since 1874; and WHEREAS, the Evanston water utility currently serves 365,000 customers and is the second largest water utility in Illinois; and WHEREAS, in 2008, a comprehensive water and sewer cost of service and rate study to determine debt commitments in the Sewer Fund and Capital Project needs in the Water Fund was presented to the City Council; and WHEREAS, the water and sewer cost of service and rate study recommendations included a proposed increase in water and sewer rates over the next five (5) years, to support several capital improvements, and Newer debt service; and WHEREAS, it is the desire of the City Council to investigate increasing the City's wholesale water customer base and to research the legal viability and long term financial impact of the City's current wholesale water supply contracts and potential new wholesale water supply contracts to support 0 the recommendations from the water and sewer cost of service and rate study. 15-R-09 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND • CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS: SECTION ONE: That the Interim City Manager and the Division of Water and Sewer are hereby directed to prepare a search for an attorney or firm to pursue the viability of developing additional wholesale water customers. SECTION TWO: That the Interim City Manager and the Division of Water and Sewer is hereby directed to proceed with developing an RFQ to hire an engineering firm to prepare a feasibility study and cost analysis to modify the water treatment plant to meet the increased water treatment capacity necessary to meet additional demands. SECTION THREE: This Resolution shall be in full force and effect from and after its passage and approval in the manner provided by law. • �7 Aft L6rraine H.
