CITY OF EVANSTON
INTERDEPARTMENTAL MEMORANDUM
April 18, 2001
TO: Roger D. Crum, City Manager
FROM: David C. Jennings, Director of Public Works
SUBJECT: 2001 MFT Street Improvement Program - Additional
Information
This memo is provided to supplement the Agenda Data Sheets for the two
items related to the 2001 Motor Fuel Tax Street Improvement Program,
Resolutions 24-R-01 and 25-R-01. Two resolutions are required by IDOT
because we use two slightly different programs to do street resurfacing in
Evanston. The first is actually called "resurfacing", but it includes curb
replacement, base repair, drainage structure and utility adjustment, as well
as an asphalt overlay. This is the project described in 24-R-01. The other
program is described in 25-R-01 and is called "maintenance by contract". It
includes grinding off the old surface and overlaying with new asphalt, while
curb repair and base repair are minimal. Both types of resurfacing are •
acceptable maintenance techniques and we have used both for years.
The preliminary list of streets was approved by City Council in November of
2000. No streets were deleted from the list, but two streets were added.
These are Sherman from Noyes to Milburn and South Boulevard from
Elmwood to Custer.
You may recall that we evaluate the condition of the sewers on all streets
proposed for resurfacing and do spot sewer repairs where necessary to
minimize the chance of digging up the freshly paved streets. The contract
for this part of the program is on the agenda for the meeting of April 23 as a
purchase.
I ask that this be distributed to Council to supplement the Agenda Data
Sheets for these items.
