A RESOLUTION
Authorizing the City Manager to Execute a Contract in the Best Interests of the City
with the Lowest Responsive and Responsible Bidder to Furnish and Install a new
Log Loader and Grappler for the Parks/Forestry & Recreation Department.
WHEREAS, the Parks/Forestry and Recreation Department has expanded its tree
trimming program; and
WHEREAS, the loader/grappler is an essential tool used by the department in its
operations; and
WHEREAS, one of the department's two loader/grapplers was recently not
certified for service due to needed repairs, which would not be cost-effective to make to
an older unit such as the unit referenced, and the unit needs to be replaced; and
WHEREAS, the City advertised for bids on December 14, 2000 and will open
said bids on December 22, 2000; and
• WHEREAS, the Evanston City Council's first scheduled meeting after the
December 22, 2000 bid opening is January 8, 2001; and
WHEREAS, by placing the order with the lowest responsive and responsible
bidder in December, after the bid opening and prior to mid -January, the City will.
decrease the lead time for receiving the loader/grappler by 1-2 months; and
WHEREAS, section 1-17-1 (A) of the City Code provides that the City Manager
can make purchases in excess of $15,000.00 without prior City Council approval when,
as here, there is an opportunity for a substantial economic benefit not otherwise
obtainable, and a determination is made by the City Manager prior to executing any
contract authorized hereby that said contract is in the best interests of the City and
appropriate; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That the City Council finds the foregoing as facts and incorporates
them herein.

SECTION 2: That the City Manager is hereby authorized and the City Clerk
hereby authorized and directed to attest on behalf of the City of Evanston a contract, with
the lowest responsive, responsible bidder to furnish and install a new loader/grappler, the
bids for which are to be opened on or about December 22, 2000, if the City Manager has
first determined that execution of said contract is in the best interests of the City,
SECTION 3: That the City Manager is hereby authorized and directed to
negotiate additional terms of any contract awarded as he may determine 'to be in the best
interest of the City.
SECTION 4: That the City Manager will make a report to the City Council at the
Council's January 8, 2001 meeting pursuant to section 1-17-1 (A) of the City Code
regarding any contract awarded.
SECTION 5: That this Resolution shall be in full force and effect from and after
its passage and approval in the manner provided by law.
