HomeMy WebLinkAboutRESOLUTIONS-2000-110-R-00• 11 /16/2000 110-R-00 A RESOLUTION Opposing The Cook County Parking Fee Tax WHEREAS, the County of Cook, in the year 2001 budget message by President John Stroger proposes a vehicle parking tax of up to $1.00 daily on all parking systems and parking lots throughout Cook County; and WHEREAS, the City of Evanston operates an extensive parking system throughout its geographical boundaries; and WHEREAS, the City of Evanston has completed a new parking structure of • approximately 1,400 parking spaces; and WHEREAS, the City of Evanston is about to undertake the construction of an additional new parking structure of approximately 1,200 to 1,400 parking spaces; and WHEREAS, the City of Evanston has utilized Tax Increment Financing ("TIF") to construct these parking garages; and WHEREAS, the City of Evanston parking system includes in excess of 3,500 (three thousand five hundred) spaces; and WHEREAS, the proposed County of Cook Daily Vehicle Parking Tax of up to $1.00 will be imposed throughout the City of Evanston's parking system; and WHEREAS, the City of Evanston has maintained a low parking rate in order to • encourage the utilization of its downtown and the excellent public transportation through and within the City; and t 110-R-00 WHEREAS, the additional parking tax as proposed creates a disincentive to the • utilization of public translaortation and the utilization of City facilities; and WHEREAS, the proposed parking tax creates an additional cost to individuals seeking to utilize the City's excellent shopping, entertainment, and restaurant facilities thereby discouraging efforts of economic development; and WHEREAS, the proposed collection procedures of the proposed tax create an additional and unnecessary administrative burden upon the City; and WHEREAS, the proposed motor vehicle parking tax is not in the best interests of the citizens of Evanston or of individuals seeking to utilize the services, entertainment, and shopping provided within the City, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS: • SECTION 1: That the proposed motor vehicle parking tax of Cook County, Illinois is not within the best interests of the citizens of the City of Evanston; and SECTION 2: That the proposed motor vehicle parking tax will have a negative effect on economic development within the City; and SECTION 3: That the City Council on behalf of the citizens and businesses of the City of Evanston, declares its opposition to the proposed Cook County Motor Vehicle Tax; and SECTION 4: That the City Council encourages all members of the Cook County Board of Commissioners to vote "no" on any proposed ordinance to establish a motor vehicle parking tax within Cook County. • -2- 110-R-00 U n U SECTION 5: That this Resolution shall be in full force and effect from and after the date of its passage and approval in the manner provided b0aw.
