A RESOLUTION
Authorizing Evanston Township to Enter an
Intergovernmental Agreement with
New Trier Township for Participation in
Evanston Township's Work Opportunity Program
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK
COUNTY, ILLINOIS:
WHEREAS, pursuant to the Intergovernmental Cooperation Act, 5 ILCS
220/3, Evanston Township ("Evanston") and New Trier Township ("New Trier") may and
desire to enter into an Intergovernmental Agreement whereby New Trier will refer General
• Assistance recipients to Evanston for purposes of participating in Evanston's Work
Opportunity Program;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE
TOWN OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That Evanston Township is authorized to enter into an
Intergovernmental Agreement with New Trier Township for participation in Evanston
Township's Work Opportunity Program. A copy of said Agreement is attached as Exhibit
A and made a part hereof.
SECTION 2: That this Resolution shall be in full force and effect from and
after its passage and approval in the manner provided by law.

INTERGOVERNMENATL AGREEMENT
This Agreement, effective as of the day of April, 2000, between New Trier
Township, a unit of a local government ("New Trier") and Evanston Township, a unit of local government
("Evanston"), provides as follows:
1. This Agreement is entered into pursuant to the provisions of Article VII, Section 10
of the 1970 Illinois Constitution and the Intergovernmental Cooperation Act, 5 ILCS
220/1, etetseg.
2. New Trier desires to refer General Assistance recipients to Evanston for purposes of
participating in Evanston's Work Opportunity Program, and Evanston agrees to
accept such referrals and to include such persons in its Work Opportunity Program on
the basis set forth in this Agreement.
3. The Social Service Administrator, or other designated representative of New Trier
shall notify Evanston of the name of each person being referred for participation in
the Work Opportunity Program. Whenever practicable, this referral notification shall
be in writing.
A. New Trier shall be responsible for advising its clients of their referral to
Evanston and that they will be receiving all required instructions and other
information from Evanston.
B. Evanston reserves the right in its sole discretion to refuse to accept a referral
from New Trier.
C. For those referrals accepted by Evanston, and at the soonest available date,
Evanston, through its General Assistance Office, will schedule the date and

time the New Trier referral to begin the Work Opportunity Program. •
4. Evanston will provide written weekly attendance statement for each participant
referred by New Trier and, will promptly advise New Trier of any facts or
circumstances indicating any individual's noncompliance with the Work Opportunity
Program.
A. New Trier will be solely responsible for making any determination to
terminate General Assistance based on an individual's failure to comply
with the Work Opportunity Program, and for giving all required notices in
connection therewith.
B. New Trier will be solely responsible for handling and defending any appeals
or other legal proceedings arising out of or relating to any termination of
General Assistance. •
Evanston agrees to cooperate with New Trier in any appeal to the extent of
providing testimony any copies of any related records.
5. New Trier agrees to reimburse Evanston for the services provided on a monthly basis
at the following rates:
A. For Job Club: $55.00 per day per person;
B. For Clerical Training: $124.00 per day per person;
C. For G.E.D.: $55.00 per day per person.
For purposes of this Agreement, a "day" shall be considered 1.5 to 4.5 hours of services, even if such
service is split between two or more days. New Trier also agrees to reimburse Evanston for any .
transportation expenses provided by Evanston to any persons referred pursuant to this Agreement.

6. New Trier will, under General Liability insurance, provide a Certificate of
Insurance for participants in the Work Opportunity Program, hold Evanston
Township harmless from any claims asserted by New Trier Township
participants and name Evanston Township as an additional insured.
7. The term of this Agreement shall be from the date of signing.
8. This Agreement may be terminated by either party at any time upon sixty (60)
days prior written notice.
