A RESOLUTION
Authorizing City Sponsorship and Filing of an
Application By Custer Street Fair, Inc. to the
Operation GreenLight Transit Program,
For Funding the Rehabilitation of the Main Street Metra Station
And Streetscape at 600 Main Street
WHEREAS, the State of Illinois General Assembly authorized the Illinois
Department of Transportation to establish the Operation GreenLight Transit
Program in 1989; and
WHEREAS, Operation GreenLight Transit Program seeks to achieve the
following objectives: 1) enhance or expand transit operations; 2) improve
• pedestrian, bicycle, and vehicle access at transit facilities; or 3) reduce
pedestrian, bus rail and auto conflicts within transit facilities; and
WHEREAS, the Illinois Department of Transportation manages the
Operation GreenLight Transit Program in Illinois; and
WHEREAS, the Custer Street Fair, Inc. is a not -for -profit community -
based corporation which desires to undertake the rehabilitation and restoration of
the Main Street Metra Station ("The Station") at 600 Main Street) and the
streetscape (collectively "The Project"); and
WHEREAS, the Train Station is owned by the Union Pacific Railroad and
operated by Metra; and
WHEREAS, Custer Street Fair, Inc. has a twenty-year lease from Union
0 Pacific Railroad; and

WHEREAS, Custer Street Fair, Inc. has obtained the consent of Union
Pacific Railroad and Metra for The Project; and •
WHEREAS, Custer Street Fair, Inc. will manage the parking and
passenger services and establish the Train Station as a Cultural Center during
non -commuter hours; and
WHEREAS, among the streetscape renovations and repaving of the last
brick street in Evanston, installation of new street lights and fencing, and repair of
the stairs leading from the brick street to the Train Station; and
WHEREAS, the subject brick street runs in a northerly direction between
Washington Street on the south, Main Street to the north, Custer Avenue on the
west, and Chicago Avenue on the east, as more particularly shown on the
diagram in Exhibit A, attached hereto and made a part hereof; and
WHEREAS, among the restoration and rehabilitation work to be performed •
on the Train Station are installation of new lighting, an interior staircase,
lavatories which meet Americans With Disabilities Act Standards, and an
increase in square footage of about sixty percent; and
WHEREAS, the Custer Street Fair, Inc. will reimburse the City for any
expenditure it may become liable for as sponsor; and
WHEREAS, Operation GreenLight Transit Program monies are available
to fund The Project; and
WHEREAS, the street restoration and rehabilitation project is estimated to
be $223,893.00 and eligible for 100% reimbursement, and the building

restoration project is estimated to be $404,253.00 and eligible for 100%
• reimbursement; and
WHEREAS, Operation GreenLight Transit Program requires private sector
applicants, such as Custer Street Fair, Inc., to be sponsored by a government
agency; and
WHEREAS, the City of Evanston is an agency of local government which
has agreed to sponsor the Operation GreenLight Transit Program application of
Custer Street Fair, Inc. for The Project; and
WHEREAS, among the divers responsibilities of a sponsor are to
complete the application form, give appropriate public notice about The Project,
provide to the Illinois Historic Preservation Agency the description of The Project,
the name of managing, funding, or licensing agency (state or federal), name the
• satellite agencies involved in The Project, provide a map (USGS 7.5 minute
series topographic) of The Project location, and The Project site plan, if
applicable, current photos of all standing structures within the project area, The
Project plans and specifications if applicable, participating federal, state, and
local funding sources/programs, opinion of Counsel, and applicant's Governing
board resolution; and
WHEREAS, Custer Street Fair, Inc. and the City hereby agree that they
will enter in an Agreement whereby Custer Street Fair, Inc. will assume all
responsibilities of the sponsor arising out of or connected with The Project and
will provide the City with all insurance deemed appropriate and applicable by the

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS: •
Sectionl : The City of Evanston hereby agrees to sponsor and file the
application of the Custer Street Fair, Inc. to seek Operation GreenLight Transit
Program funding for the rehabilitation and renovation of the Main Street Metra
Station and of the streetscape at 600 Main Street.
Section 2: The City Manager is hereby authorized to sign, and the City
Clerk to attest, all documents required by, or necessary to, such sponsorship
filing.
Section 3: The City Manager is hereby further authorized to execute an
Agreement with Custer Street Fair, Inc., consistent with this Resolution 15-R-00,
providing for Custer Street Fair, Inc. to perform all responsibilities imposed on the
City arising out of or connected with its sponsorship of The Project and filing of •
the application. The City Manager is authorized to negotiate any additional terms
and conditions deemed in the best interest of the City.
Section 4: That this Resolution shall be in full force and effect from and
after the date of its passage and approval in the manner required by law.
