A RESOLUTION
Adopting the City's FY 2000/01 Community Development Block Grant, HOME Investment
Partnerships and Emergency Shelter Grants Program Budgets and
Approving the HUD Consolidated Plan for the period 2000 - 2004
WHEREAS, the Congress of the United States did pass Public Law 93-383, Title I of the
Housing and Community Development Act of 1974 (which established the Community
Development Block Grant (CDBG) program; Public Law 101-625, the Cranston -Gonzales National
Affordable Housing Act (which established the HOME Investment Partnerships program); Public
Law 100-77, the Stewart B. McKinney Homeless Assistance Act (which established the Emergency
Shelter Grants (ESG) program); and the Housing Opportunities for Persons with AIDS (HOPWA)
Act; and
WHEREAS, the City of Evanston is an "Entitlement City" by definition in said Acts, and
as such, is eligible to make application to the United States Department of Housing and Urban
Development (HUD) for said grant programs; and
WHEREAS, the City of Evanston has been informed by HUD of its entitlement allocation
for FY 2000/01:
Community Development Block Grant $2,351,000
HOME Investment Partnerships 454,000
Emergency Shelter Grants 84,000
Total FY 2000/01 funding: $2,889,000
and
WHEREAS, the City of Evanston intends to make application for said FY 2000/01 CDBG,
HOME and ESG program funds; and
WHEREAS, HUD requires that all entitlement cities submit a consolidated plan at least once
every five years, which assesses housing and homeless needs, addresses community development
strategies and develops proposals for utilization of grant funds under the CDBG, HOME, ESG and
HOPWA programs; and

WHEREAS, Evanston's Consolidated Plan was developed through a multi -faceted citizen
input process utilizing comments made at two public hearings and two focus group meetings, the
City's 1992-1997 Comprehensive Housing Affordable Strategy (CHAS), the annual CDBG program
Needs Hearing, the CDBG proposal review process, and input from other City boards, commissions
and human services providers; and
WHEREAS, the City Council's Housing and Community Development Act Committee is
charged with oversight of the City's CDBG program; the Evanston Commission is charged with
oversight of the City's HOME program; and the City Council's Human Services Committee is
charged with oversight of the City's ESG program; and
WHEREAS, the aforesaid Committees and Commission met on several occasions and
developed funding recommendations for FY 2000/01 utilizing CDBG, HOME and ESG funds,
incorporated as Part V of the HUD Consolidated Plan; and
WHEREAS, per HUD requirements, a new Consolidated Plan must be prepared by
entitlement communities at least once every five years; and
WHEREAS, a proposed HUD Consolidated Plan was prepared for the period 2000 — 2004
and reviewed by the Housing and Community Development Act Committee and the Evanston
Housing Commission and said Committee and Commission have recommended approval by the
Evanston City Council of the proposed HUD Consolidated Plan for the period 2000-2004; and
WHEREAS, a Public Hearing was conducted on December 14, 1999 before an open meeting
of the Housing and Community Development Act Committee in order to receive citizen input on the
proposed HUD Consolidated Plan and the proposed FY 2000/01 CDBG program budget; and
WHEREAS, individual programs and projects utilizing FY 2000/01 HOME and ESG funds
will be determined and approved by the Evanston Housing Commission, the City Council's Human
Services Committee and the City Council during the 2000/01 program year;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That the proposed HUD Consolidated Plan for the period 2000 — 2004, is
attached hereto as Exhibit A and made a part hereof, is hereby approved.

SECTION 2: That the City of Evanston's 2000/01 Community Development Block Grant
Program, totaling $2,732,980 (which is the sum of $2,351,000 in FY 2000/01 entitlement funds,
$150,000 estimated program income; and $231,980 in reallocated funds from completed prior years'
CDBG projects), is hereby approved.
SECTION 3: That FY 2000/01 funding in the amount of $454,000 for the HOME
Investment Partnerships (HOME) and $84,000 for the Emergency Shelter Grants (ESG) programs
is hereby approved.
SECTION 4: That the City Manager of the City of Evanston is hereby authorized to
transmit said HUD Consolidated Plan and the FY 2000/01 CDBG, HOME and ESG program
budgets to the U.S. Department of Housing and Urban Development (HUD) and to provide any
additional information as may be required by HUD, concerning the aforesaid Consolidated Plan,
CDBG, HOME and ESG budgets for FY 2000/01.
SECTION 5: That this resolution shall be in full force and effect from and after the date of
its passage and approval in the manner provided by law.
