A RESOLUTION
Suspending the Committee of the Whole
WHEREAS, the City Council in July 1995 by resolution adopted Rules of
Organization and Procedure (Rules) for the conduct of City Council business; and
WHEREAS, Resolution 56-R-95 did consolidate the "standing committees" into a
single "Committee of the Whole"; and
WHEREAS, concerns have arisen as to the effectiveness of the Committee of the
Whole; and
WHEREAS, it is the determination of the City Council that for a six-month
• experimental basis the operation of the Committee of the Whole as established by
Resolution be suspended.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That Rules 9.2, 9.2.1, 9.2.2, 9.2.3, 9.2.4, 9.2.5, 9.3, 9.4, 9.5, and 9.6
are suspended and not in effect; that this suspension shall terminate on May 10, 1997 at
'which time Rules 9.2, 9.2.1, 9.2.2, 9.2.3, 9.2.4, 9.2.5, 9.3, 9.4, 9.5, and 9.6 shall be in
effect, unless superseded by other Council action.
SECTION 2: That the Rules are hereby amended by adding the following:
a) Rule 26 Docket Area and Docket Coordinator:
26 Docket Area and Docket Coordinator. There is hereby created the position of
• docket coordinator for each of the Docket Areas on the agenda. The Docket Areas
are as set forth below.
26.1 Finance. Bills and Purchases. The matters to be considered under this grouping
include budget policy, finance, capital improvements, purchases of goods and
services (excluding purchased human services contracts) and all bills and expenses.
26.2 Administration and Public Works. The matters to be considered under this
grouping are fire; legal; licensing; human resources; public works, including streets
and alleys, lighting, refuse disposal, water and sewers, traffic control and parking;
public buildings; public transportation; public utilities; police services (policy; safety
(including civil defense) and liaison with police and fire pension boards.
26.3 Human Services. The matters to be considered under this category shall include
matters relating to the Department of Health and Human Services, including public
health, mental health, human relations department, youth aging, emergency
assistance and 'community purchased human services; liaison with human service
related boards and commissions; private and public organizations funding or
providing human services within the City; and matters relating to the arts, recreation,
library, environment, unemployment, the Township, unified budgeting, the Farmers'
Market and police services (citizen review).
26.4 Planning and Development. The matters to be considered under this category
include matters related to planning; physical development, zoning, building
conservation, preservation, housing, parks and relocation.
26.5 The Docket Coordinator shall be as set forth in the schedule of Committee of
the Whole prepared for the City Council during the 1996-97 term.

27 References: Matters may be referred to the Docket Areas by reference of any one
Alderman and to Committees, Boards, and/or Commissions upon the majority vote
of the Aldermen. Each docket area coordinator shall report to the City Council on his
or her area and each coordinator may appoint as necessary a speaker to present
majority or minority reports to the Council.
SECTION 3: That this Resolution shall be in full force and effect from and after the
date of its passage and approval in the manner provided by law. .
