A RESOLUTION
Amendment to the 1995/96 Community Development
Block Grant Program Authorizing A Change in Use of Grant Funds
by Progressive Evanston Neighbors
WHEREAS, the Evanston City Council with passage of Resolution 10-R-95 approved the
City of Evanston's 1995/96 Consolidated Plan, which included application for 1995/96 Community
Development Block Grant (CDBG) funds, and directed the City Manager of the City of Evanston
to file said plan application with the United States Department of Housing and Urban Development
(HUD); and
WHEREAS, said Consolidated Plan and CDBG program was submitted and approved by
HUD; and
• WHEREAS, the Housing and Community Development Act Committee is responsible for
oversight of Evanston's CDBG program; and
WHEREAS, among the programs and activities authorized by the Housing and Community
Development Act Committee and approved by the City Council and HUD was a $75,000 grant for
Progressive Evanston Neighbors (PEN), a south Evanston neighborhood organization; and
WHEREAS, the aforesaid grant award was made to PEN for the purpose of acquisition of
real estate property at 605 Oakton Street, said property to be rehabilitated into a neighborhood park;
and
WHEREAS, PEN was unable to successfully negotiate the purchase of the property and said
property was sold to a developer for construction of multi -family housing; and
. WHEREAS, PEN, wanting to retain the grant funds for neighborhood revitalization, made
an alternate proposal to the Housing and Community Development Act Committee for

landscape/streetscape improvements in the area west of the South Boulevard CTA station and
viaduct (South Boulevard at Callan Avenue, Callan Avenue south to Oakton and Oakton west to
Custer Avenue), including improvements to the railroad embankment along the east side of Callan
Street between South Boulevard and Oakton Street; and
WHEREAS, the Housing and Community Development Act Committee did hold a Public
Meeting on August 13, 1996 to hear public opinion on said proposal, according to the Committee's
Citizen Participation Plan, and said Committee approved the use of the $75,000 in 1995/96 CDBG
funds for the aforedescribed neighborhood landscape/streetscape project;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS:
Section 1: That the City of Evanston's 1995/96 Consolidated Plan and Community
Development Block Grant program is hereby amended to authorize
Progressive Evanston Neighbors to use its $75,000 grant for neighborhood
landscape/streetscape improvements in the area bounded by South Boulevard
at Callan Street, south on Callan Street to Oakton Street and west on Oakton
Street to Custer Avenue;
Section 2: That the City Manager of the City of Evanston is hereby authorized to enter
into a Purchase of Services Agreement with Progressive Evanston Neighbors
to reflect the aforedescribed project;
Section 3: That the City Manager is also authorized to amend the City's 1995/96 CDBG
program Final Statement to reflect this amendment and transmit said
amendment to HUD;

Section 4: That this Resolution shall be in full force and effect from and after the date
of its passage and approval in the manner provided by law.
