A Resolution
Council Energy Sub -Committee
WHEREAS, the City of Evanston has been analyzing its electric service
options, given the expiration of its current franchise with Commonwealth Edison
Company in 1999; and
WHEREAS, the City of Evanston has been greatly concerned about electric
service reliablity, particularly in light of the history of various power outages in
Evanston in the 1980's, 1990's, and most recently those occurring in Evanston's
central business district on August 16 and November 29, 1996; and
WHEREAS, numerous issues related to increased competition and deregu-
• lation in the electric utility industry, both in Illinois, and in many other states, and
in the federal government, are being discussed; and
WHEREAS, the Illinois Commerce Commission is the Illinois administrative
agency charged with the regulation of the electric utility industry in Illinois; and
WHEREAS, the Illinois General Assembly has formed a technical Advisory
Group to advise it on numerous competition/deregulation issues and is consider-
ing numerous bills related to service reliability and competition/ deregulation
issues; and
WHEREAS, the City of Evanston desires to take all action necessary to
ensure present and future service reliability and to optimize the ability of its
citizens - residential, commercial, and institutional - to benefit from the coming
0 major changes in the electric industry and emerging electric service options:

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That it consult with its intergovernmental affairs consultant
to facilitate a meeting between the Chairman of the Illinois Commerce Commis-
sion and City of Evanston representatives to:
A. Clarify the status of the I.C.C. investigations
of the above outages, and seek detailed assess-
ment of March 1, 1996 letter from Mr. Miller;
B. Identify specific I.C.C. activities taken and
to be taken in relation to the investigation and
to determine a timetable for the completion of
the investigation; •
C. Request that the I.C.C. commence a study of system
reliability in the electrical distrbituion system
throughout the entire City of Evanston;
D. Discuss current and anticipated docket items
before the I.C.C. related to competition/
deregulation issues in the electric utility
industry in Illinois; and

SECTION 2. In the absence of action satisfactory to the City by the
. I.C.C. in relation to subparagraphs I.A. through 1.C. above, the City will consult
with its Intergovernmental Affairs Consultant and other appropriate persons to
consider the filing of complaints, petitions, or requests for intervention before the
I.C.C. related to system reliability in Evanston;
SECTION 3: That it discuss with its intergovernmental affairs con-
sultant in order to monitor, consider, suggest, and advocate legislation or other
regulatory initiatives, both state and federal, that will allow all of Evanston's
citizens to enhance their position in relation to emerging electric service options;
and
SECTION 4: Following, and as part of the above activities, City staff
should be directed to prepare a request for proposals and/or a request for
qualifications for a person/firm who will consult with the City and its
intergovernmental affairs consultant to formulate a plan of action to pursue most
• effectively issues of system reliability and competition/deregulation.
SECTION 5: That this Resolution shall be in full force and effect from
and after the date of its passage and approval in the manner provided by law.
