• A RESOLUTION
Authorizing the Expenditure of
Fiscal Year 1996/97
Community Development Block Grant Funds
WHEREAS, the United States Congress did pass Public Law 101-625, the Comprehensive
Housing Authority Strategy (CHAS), Title I of the Cranston -Gonzalez National Affordable Housing
Act and HOME Investment Partnerships (HOME), Title II of the Cranston -Gonzalez National
Affordable Housing Act; Public Law 93-383, Community Development Block Grants (CDBG), Title
I of the Housing and Community Development Act of 1974; Public Law 100-77, Emergency Shelter
Grants (ESG), Title VI, Subtitle B, of the Stewart B. McKinney Homeless Assistance Act; and
Public Law 102-550, Housing Opportunities for Persons with AIDS (HOPWA), the AIDS Housing
Opportunity Act; and
WHEREAS, the City of Evanston is an "Entitlement City" by definition in said Acts, and as
0 such, is eligible to make applications for said grant programs; and
WHEREAS, the United States Department of Housing and Urban Development has required
that all entitlement cities submit a Consolidated Plan for Fiscal Year 1996/97 addressing community
development strategies and proposals for utilization of grant funds under the CDBG, ESG, HOME
and HOPWA programs; and
WHEREAS, on January 8, 1996, the Evanston City Council reviewed and approved the
City's Consolidated Plan for FY 1996/97, which contained requests for funding for the City's CDBG,
HOME and ESG programs; and
WHEREAS, the City's FY 1996/97 Consolidated Plan was approved by the United States
Department of Housing and Urban Development on January 29, 1996; and
WHEREAS, the United States Congress has approved partial Fiscal Year 1996 funding for
the CDBG program; and
WHEREAS, the City has been informed that it is eligible to receive Fiscal Year 1996 funding
• in the amount of $1,087,000 for its CDBG program;

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS:
Section 1: That the City of Evanston's 1996/97 Community Development Block Grant
program is authorized to spend up to $1,087,000; and
Section 2: That the Interim City Manager of the City of Evanston is hereby authorized
to enter into Purchase of Services Agreements with CDBG program
applicants to equitably allocate the aforesaid CDBG funds; and
Section 3: That this Resolution shall be in full force and effect from and after the date
of its passage and approval in the manner provided by law.
