A RESOLUTION
Opposing the Passage of House Bill 0568
as it Pertains to Preempting
Municipal Regulation of Firearms
WHEREAS, the Mayor and City Council of the City of Evanston have
determined that House Bill 0568 as it pertains to the preemption of municipal regulation
of firearms, ammunition, components, accessories, and accoutrements is not in the best
interest of the citizens of the City of Evanston; and
WHEREAS, the authority to regulate firearms should remain vested in the
corporate authorities of municipalities who are in a better position to determine the best
• interests of their communities in relation to firearms; and
WHEREAS, the passage of House Bill 0568 will take away a primary crime -
fighting tool used by municipalities and their law enforcement agencies in dealing with
gangs, drug dealers, and juveniles who use firearms; and
WHEREAS, House Bill 0568 is so overbroad in its wording that it may be
construed as preempting municipal licensing and zoning of firearms dealers, and the
preemption of municipal licensing and zoning authority is contrary to the basic tenets of
home rule authority,
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND THE CITY
COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That the Mayor and City Council of the City of Evanston strongly
0 encourage the members of the General Assembly to vote NO on House Bill 0568.
