HomeMy WebLinkAboutRESOLUTIONS-1995-010-R-9510 -R-95 A RESOLUTION Approving the City of Evanston's Consolidated Plan for Fiscal Year 1995/96 and the City's 1995/96 Community Development Block Grant Program WHEREAS, the Congress of the United States did pass Public Law 101-625, the Comprehensive Housing Authority Strategy (CHAS), Title I of the Cranston -Gonzalez National Affordable Housing Act and HOME Investment Partnerships (HOME), Title II of the Cranston - Gonzalez National Affordable Housing Act; Public Law 93-383, Community Development Block Grants (CDBG), Title I of the Housing and Community Development Act of 1974; Public Law 100- 77, Emergency Shelter Grants (ESG), Title VI, Subtitle B, of the Stewart B. McKinney Homeless Assistance Act; and Public Law 102-550, Housing Opportunities for Persons with AIDS (HOPWA), the AIDS Housing Opportunity Act; and WHEREAS, the Congress of the United States did pass the Housing and Community • Development Act of 1974, known as Public Law 93-383, which has been amended by Public Law 95-128, Public Law 95-557, Public Law 96-399, Public Law 97-35, Public Law 98-181, Public Law 101-235, Public Law 101-625 and Public Law 102-550; and WHEREAS, the City of Evanston is an "Entitlement City" by definition in said Acts, and as such, is eligible to make applications for said grant programs; and WHEREAS, the U.S. Department of Housing and Urban Development has required that all entitlement cities submit a Consolidated Plan for Fiscal Year 1995/96 addressing community development strategies and proposals for utilization of grant funds under the CDBG, ESG, HOME and HOPWA programs; and WHEREAS, Evanston's Consolidated Plan was developed through a multi -faceted process utilizing the City's 1992-1997 CHAS, the 1995-96 CDBG program Needs Hearing and proposal review process, and input from human service providers; and WHEREAS, the City's Housing and Community Development Act Committee, consisting • of aldermen and citizen members, is charged with oversight of the City's Community Development Block Grant Program and the City Council's Human Services Committee is charged with oversight 10-R-95 • of the City's Emergency Shelter Grants Program; and WHEREAS, the Housing and Community Development Act Committee and the Human Services Committee met on several occasions and developed funding recommendations for FY 1995/96 utilizing CDBG and ESG funds, incorporated as Part V, Section C, of said Consolidated Plan; and WHEREAS, the City's Consolidated Plan was reviewed by the Housing and Community Development Act Committee, the Evanston Housing Commission and the Evanston Plan Commission and said Committee and Commissions have recommended approval by the Evanston City Council of the City's Consolidated Plan for FY 1995/96; and WHEREAS, Public Hearings on the Consolidated Plan for FY 1995/96 were conducted on December 13, 1994 and January 9, 1995 to receive citizen input on the proposed Consolidated Plan; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS: • Section 1: That the City of Evanston Consolidated Plan for Fiscal year 1995-96 is hereby approved; and Section 2: That the City of Evanston's 1995/96 Community Development Block Grant program is also approved; and Section 2: That the City Manager of the City of Evanston is hereby designated the authorized representative of the City of Evanston to act in connection with the programs addressed in the Consolidated Plan; and Section 3: That the City Manager of the City of Evanston is hereby authorized to transmit the City's Consolidated Plan to the U.S. Department of Housing and Urban Development and to provide said Department with revisions or additional information as may be required concerning the City of Evanston's Consolidated Plan; and Section 4: That this Resolution shall be in full force and effect from and after the date of its passage and approval in the manner provided by law. 0 • ATTEST: City Clerk Adopted: (D-et P -Lc ' 3 , 1995 C��7 0 G .
