A RESOLUTION
Granting a Municipal Use Exemption
for the Renovation of the City of Evanston Water Department
Filter Maintenance Shop and Administration Offices
in the R1 Zoning District at 555 Lincoln Street
WHEREAS, the City of Evanston Water Department plans to renovate
the Filter Maintenance Shop and Administration Offices at 555 Lincoln Street in various
ways, including:
(a) Repairing the suction well, built in 1895, located beneath Garage #2;
(b) Providing reserved parking for the handicapped, as well as access to the offices,
• filter gallery, and restrooms, as required by the Americans with Disabilities Act;
(c) Creating front access to the facility to improve security;
(d) Expanding the insufficient office space;
(e) Replacing furnishings originally installed in 1950; and
WHEREAS, Section 6-7-4 of the Zoning Ordinance provides that:
Any governmental or proprietary function owned or operated by the city
shall be a permitted use in any district. The city council may approve
buildings and structures owned and operated by the city that do not
comply with all of the requirements of the underlying district, if they are
necessary for the provision of desired city services and if the adverse
impact on surrounding properties resulting from such noncompliance is
minimized. Adverse impacts may be minimized by design, architectural
treatment, screening, landscaping and/or placement on the lot. Such plan
for reduction of adverse impact shall be subject to review by the site plan
and appearance review committee. (Ord. 43-0-93),
WHEREAS, the Site Plan and Appearance Review Committee met on
• May 17, 2006, found that the work is necessary for the provision of City services,

minimizes the adverse impact of Zoning noncompliance on surrounding properties,
and gave their preliminary approval for the project; and •
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS:

SECTION 1: That the foregoing recitals are found as facts and made a

SECTION 3: That the City Council, pursuant to Section 6-7-4 of the
Zoning Ordinance, grants a Municipal Exception to the Zoning requirements for an R1
District for the City of Evanston Water Department Filter Maintenance Shop and •
Administration Offices at 555 Lincoln Street.
SECTION 4: That this Resolution shall be in full force and effect from
and after its passage, approval, and publication in the manner provided by law.
