HomeMy WebLinkAboutRESOLUTIONS-2005-073-R-05• 11 /2/2005 73-R-05 A RESOLUTION Authorizing the City Manager to Sign an Intergovernmental Agreement with the Village of Skokie for a Skokie Swift North Shore Study WHEREAS, the City Council has determined that the Agreement is in the best interest of the citizens of Evanston; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS: SECTION 1: That the foregoing recitals are found as fact and • made a part hereof. SECTION 2: That the City Manager is hereby authorized to sign and the City Clerk hereby authorized to attest an Intergovernmental Agreement with the Village of Skokie for a Skokie Swift North Shore Study, attached hereto as Exhibit 1 and made a part hereof. SECTION 3: That the City Manager is hereby authorized and directed to negotiate any additional conditions of the Agreement as may be determined to be in the best interests of the City. Morton, Mayor 73-R-05 • • Is -2- • INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF EVANSTON AND THE VILLAGE OF SKOKIE SKOKIE SWIFT NORTH SHORE CORRIDOR TRAVEL MARKET ANALYSIS The principal participants in the Skokie Swift North Shore Corridor Travel Market Analysis are the City of Evanston and the Village of Skokie — the two local co-sponsors. The Regional Transportation Authority (RTA) is providing technical and financial assistance. The estimated cost of the Skokie Swift North Shore Corridor Travel Market Analysis is $150,000, of which, the RTA shall provide $120,000 and the City of Evanston and Village of Skokie, the local co-sponsors, will each provide $15,000. The City of Evanston and the Village of Skokie shall agree on the contracted scope of services. The study shall assume an intermediate stop exists at Oakton Street (Oakton Station) and will produce preliminary ridership projections for each intermediate station alternative in Evanston and each extension alternative, as well as the potential effects on ridership at Oakton. and Dempster Stations. The consultant will be encouraged to use .quarter -section population and employment data in their analysis. The City of Evanston, the Village of Skokie, and the Regional Transportation Authority will each have at least one representative on the Study • Advisory Committee. Both the City of Evanston and the Village of Skokie shall approve the final report and any final documents produced by the study. The roles and responsibilities of the principal participants are detailed as follows: City of Evanston The City of Evanston is a local co-sponsor and will provide $15,000 of the required local share of the total project costa Evanston will provide overall leadership and project management for the Travel Market Analysis and will ensure that the project achieves stated goals and objectives, and will facilitate the involvement of corridor municipalities, the public, transportation interest groups, regional transportation agencies (IDOT, CTA, Metra, Pace), and regional planning agencies (CATS, NIPC). As the RTAP grant recipient, the City will: (1) acquire consultant services; (2) administer the resulting consultant contract and direct consultant activities to ensure conformity with budget, schedule and scope -of -work; (3) review, approve and pay consultant requisitions; (4) review consultant work products and obtain comments/input from local municipal participants and regional transportation agencies; (5) organize public involvement events at key milestones; (6) ensure coordination with other related studies/activities; (7) serve as the first point of contact for the RTA, local officials and residents, local organizations, public agencies and the media; (8) ensure compliance with RTAP grant contract requirements; and (9) maintain a current Project • Management Plan. The City of Evanston will employ an advisory group(s): to provide policy and/or technical guidance and input, share municipal concerns/perspectives and/or facilitate sharing of information during the course of the study. These groups are voluntary and may include local • municipal and regional transportation agency staff, local elected officials, local advocates, citizens, and business representatives from the community; and does not vote on or approve any products or findings or results. The City of Evanston will host at least one focus group meeting. The City of Evanston, with the Village of Skokie, shall approve the final report and any final documents produced by the study. Village of Skokie Skokie is a local co-sponsor and will provide $15,000 of the required local share of the total project cost. The Village of Skokie will have equal representation with the City of Evanston on any study advisory committee. The Village of Skokie will host at least one focus group meeting. The Village of Skokie, with the City of Evanston, shall approve the final report and any final documents produced by the study. Regional Transportation Authority The Regional Transportation Authority is responsible for providing funding and technical assistance for the North Shore Travel Market Analysis through its Regional Technical Assistance Program. The RTA will utilize a $120,000 federal grant secured from the IIlinois Department of Transportation (IL-80-X012) for the North Shore Travel Market Analysis; and will pass the federal funds through to Evanston under a Technical Services grant agreement. The RTA through its Corridor Planning Studies Division will provide project management and technical assistance in connection with the travel market analysis and the RTAP grant.
