HomeMy WebLinkAboutRESOLUTIONS-2005-069-R-05n LJ 9/19/05, 9/27/05,10/3/05 69-R-05 A RESOLUTION Authorizing the City Manager to Sign an Agreement with ICMA for Participation In the VantageCare Retirement Health Savings Plan for the Senior Management Employee Group WHEREAS, the City of Evanston has established retiree health savings plans for the following employee groups: a) Teamsters Local 714 (Evanston Chapter); b) Evanston Police Sergeants Association, FOP; and c) International Association of Fire Fighters Local 742; WHEREAS, the City of Evanston has senior management • employees rendering valuable services; and WHEREAS, the establishment of a retiree health savings plan for the senior management employees serves the interests of the City by enabling it to provide reasonable security regarding such employees' health needs during retirement, by providing increased flexibility in its personnel management system, and by assisting in the attraction and retention of competent personnel; and WHEREAS, the certain senior management employees participate in the Illinois Municipal Retirement Fund (IMRF); and WHEREAS, the senior management employees in the Fire and Police Departments participate in the separate Police Pension Fund or Fire Pension Fund; and 0 WHEREAS, standard member earnings reportable to the Illinois 69-R-05 Municipal Retirement Fund may not include certain forms of compensation • directed into a Retirement Health Savings Plan; and WHEREAS, the governing body of an IMRF participating unit of government may elect to include in IMRF earnings all compensation directed into a retirement health savings plan; and WHEREAS, the City Council of the City of Evanston is authorized to include compensation directed into a retirement health savings plan as earnings reportable to IMRF, and it is desirable that it do so; and WHEREAS, the City has determined that the establishment of a retirement health savings plan to be administered by the ICMA Retirement Corporation and/or its affiliates serves the above objectives; and WHEREAS, the City desires that its retirement health savings plan • be administered by the ICMA Retirement Corporation and/or its affiliates; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS: SECTION 1: That the City hereby adopts the Plan in the form of the ICMA Retirement Corporation's VantageCare Retiree Health Savings Plan (hereinafter, the "Plan"). SECTION 2: That the City Council of the City of Evanston does hereby elect to include as earnings reportable to IMRF compensation directed into a Plan effective November 1, 2005. SECTION 3: That the assets of the Plan shall be held in trust, with 0 the City serving as trustee, for the exclusive benefit of the Plan participants and —2— 69-R-05 • their beneficiaries and the assets of the Plan shall not be diverted to any • other purpose. SECTION 4: That the Finance Director shall be the coordinator and contact for the Plan and shall receive necessary reports, notices, etc. SECTIONS: That the City Manager is hereby authorized and directed to negotiate any additional conditions of the Agreement as may be determined to be in the best interests of the City.
