HomeMy WebLinkAboutRESOLUTIONS-2005-016-R-05• 3/7/05 16-R-05 A RESOLUTION Opposing any Reduction of Community Development Block Grant Program Funding by the Federal Government WHEREAS, the City of Evanston ("City") is a home rule city unit of Government located in the State of Illinois and the County of Cook, and WHEREAS, Article VII, Section 10, of the Constitution of the State of Illinois and Chapter 5, Act 220 paragraphs 1 through 8 of the Illinois Compiled Statutes, authorize and encourage intergovernmental association and • cooperation; and WHEREAS, the elected officials of the City of Evanston represent an economically diverse population of over 74, 000 residents; and WHEREAS, the City has received Community Development Block Grant (CDBG) funds as an entitlement community from the Federal Government since the beginning of the CDBG program in 1974; and WHEREAS, the City of Evanston and not -for -profit agencies serving Evanston residents have utilized Community Development Block Grant funds in creative and significant ways to improve Evanston to benefit low and moderate income residents and to revitalize neighborhoods; and is WHEREAS, Community Development Block Grant funds have been used for a wide variety of community development activities: to eliminate conditions of slum and blight through alley paving/resurfacing projects, block curb/sidewalk repair, ADA accessible curb ramp improvements; rehabilitation of single-family • owner -occupied and multi -family rental residential properties; economic development activities; and public services programs carried out by Evanston not -for -profits providing legal assistance, domestic violence services, homeless prevention services, meal delivery to elderly and disabled, mental health services for families, case management services for Evanston's seniors, job preparedness training and placement for youth, housing placement assistance and predatory lending prevention counseling; and minority business assistance; and WHEREAS, President Bush's FY 2006 Budget proposes to reduce CDBG funding by 34 percent and to combine the CDBG program with 17 other economic development programs to be renamed Strengthening American's Communities Program, to be administered by the Department of Commerce, • NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS: SECTION 1: That the City of Evanston hereby opposes any attempt by the President of the United States or Congress to reduce funding for the Community Development Block Grant Program or to further restrict eligibility standards that effectively reduce funding for the program. SECTION 2: That the City of Evanston hereby opposes any attempt by the President of the United States or Congress to transfer is 2 • administration of the Community Development Block Grant Program to the Department of Commerce. SECTION 3: That the City of Evanston hereby encourages municipalities and other governments to take similar actions to oppose CDBG reductions; and SECTION 4: That the City Manager is authorized and instructed to provide a copy of this resolution to the Office of the President, Members of the Illinois Congressional Delegation, the National League of Cities, the U.S. Conference of Mayors, other regional Councils of Government and to other appropriate elected and appointed officials.
