HomeMy WebLinkAboutRESOLUTIONS-2005-002-R-052-R-05 • A RESOLUTION Adopting the City's FY 2005/06 Community Development Block Grant, HOME Investment Partnerships and Emergency Shelter Grants Program Budgets, Approving the City's One -Year Action Plan for FY 2005/06 and Approving the 2005-2009 HUD Consolidated Plan WHEREAS, the Congress of the United States did pass Public Law 93-383, Title I of the Housing and Community Development Act of 1974 (which established the Community Development Block Grant, CDBG, Program); Public Law 101-625, the Cranston -Gonzales National Affordable Housing Act (which established the HOME Investment Partnerships Program); and Public Law 100-77, the Stewart B. McKinney Homeless Assistance Act (which established the Emergency Shelter Grants (ESG) Program); and WHEREAS, the City of Evanston is an "Entitlement City" by definition in said Acts, and as such, is eligible to make application to the United States Department of Housing and Urban Development (HUD) for said grant programs; and • WHEREAS, the City of Evanston estimates that FY 2005/06 HUD entitlement allocations will be Community Development Block Grant $2,247,021 HOME Investment Partnerships 564,940 Emergency Shelter Grants 87,597 Total FY 2005/06 funding; $2,899,588 and WHEREAS, the City Council's Housing and Community Development Act Committee is charged with oversight of the City's CDBG program; the Evanston Housing Commission is charged with oversight of the City's HOME program; and the City Council's Human Services Committee is charged with oversight of the City's ESG program; and WHEREAS, the Housing & Community Development Act Committee met on several occasions in the fall of 2004 and developed funding recommendations for use of FY 2005/06 funding utilizing CDBG funds; and WHEREAS, funding recommendations for the use of FY 2005/06 ESG funds have not •yet been determined; however, recommendations to the City Council will be made by the Human Services Committee once the City learns its actual 2005/06 ESG funding; and Page 1 2-R-05 • WHEREAS, HOME funding recommendations are made by the Evanston Housing Commission and allocations of FY 2005/06 HOME funds will be made as eligible projects for the use of said funds are determined and approved by the Evanston Housing Commission and the City Council; and WHEREAS, HUD entitlement communities are required to periodically (every five years) submit Consolidated Plans to HUD, said plans containing in depth analyses of a community's demographics, housing and homeless conditions; address economic development and job creation; establish priority needs for the period to be covered by the Consolidated Plan; and develop strategies to address the identified priority needs; and WHEREAS, the City did prepare a Consolidated Plan for the period March 1, 2005 — February 28, 2010, which included said analyses, priority needs and strategies; and WHEREAS, HUD also requires that the City submit a One -Year Action Plan, in which the activities the City proposes to undertake utilizing its FY 2005/06 CDBG, HOME and ESG funds are described. Proposed activities in the One Year Action Plan address the City's housing and homeless needs and economic development initiatives. Specific projects which are funded • with HUD's FY 2005/06 funding are derived from the City's priority needs, as identified in the City's 2005-2009 HUD Consolidated Plan. Specific CDBG activities and recommended funding levels were approved by the Housing and Community Development Act Committee on November 16, 2004; and WHEREAS, the proposed One -Year Action Plan for FY 2005/06, which included 2005/06 CDBG funding recommendations, was the subject of a Public Hearing, which was conducted by the Housing and Community Development Act Committee on December 7, 2004, to receive citizen input on the 2005-2009 HUD Consolidated Plan, One Year Action Plan for FY 2005/06 and CDBG funding recommendations; and WHEREAS, said Committee has recommended approval by the Evanston City Council of the draft 2005-2009 HUD Consolidated Plan and proposed One Year Action Plan for FY 2005/06; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS: 0 -page- 2- 2-R-05 • SECTION 1: That the draft 2005-2009 HUD Consolidated Plan and One Year Action Plan for FY 2005/06, attached hereto as Exhibits A and B and made a part hereof, are hereby approved. SECTION 2: That the City of Evanston's 2005/06 Community Development Block Grant Program, totaling $2,762,470 (which is the sum of $2,247,021 in FY 2005/06 estimated entitlement funds, $200,000 estimated program income, and $315,449 in reallocated funds from completed prior years' CDBG projects), is hereby approved. SECTION 3: That FY 2005/06 funding in the amount of $564,940 in estimated entitlement funds for the 2005/06 HOME Investment Partnerships (HOME) and $87,597 in estimated entitlement funds for the 2005/06 Emergency Shelter Grants (ESG) programs is hereby approved. SECTION 4: That the City Manager of the City of Evanston is hereby authorized to transmit said 2005-2009 HUD Consolidated Plan and One Year Action Plan for FY 2005/06 for the proposed CDBG, HOME and ESG program budgets to the U.S. Department of Housing and • Urban Development (HUD) and to provide any additional information as may be required by HUD concerning the aforesaid Consolidated Plan and One Year Action Plan for FY 2005/06. SECTION 5: That this resolution shall be in full force and effect from and after the date of its passage and approval in the manner provided by law. Lorraine H.
