HomeMy WebLinkAboutRESOLUTIONS-2004-051-R-04• 9/17/2004 51-R-04 A RESOLUTION Authorizing the Interim City Manager -to Sign a Supplemental Agreement with TranSystems Corporation for the Reconstruction of McCormick Boulevard WHEREAS, the City of Evanston, the Illinois Department _"of Transportation (IDOT), and TranSystems Corporation entered into an Agreement dated April 7, 2004 to provide Consulting Engineering Professional -Services for the Reconstruction.& McCormick -Boulevard; and WHEREAS, the. City and (DOT have determined it is necessary "for TranSystems Corporation to provide additional. consulting engineering services - for said project; and WHEREAS, the City has determined this 'Suppleme.ntal Agreement is in the best interest of the City; NOW, THEREFORE, BE IT RESOLVED.BY THE.CITY COUNCIL OF THE "CITY OF EVANSTON, COOK COUNTY, ILLINOIS: SECTION 1: That the Interim City Manager is hereby authorized to sign and the City. Clerk'. hereby authorized to attest to the Supplemental Agreement with TranSystems Corporation for additional McCormick Boulevard Engineering Services, attached as -Exhibit 1. 51-R-04 SECTION 2: That the Interim City Manager is hereby authorized • and directed , to negotiate any additional conditions of the Supplemental Agreement -as may be determined to be in the best interests. of the City. Please note. that. this revised submittal deducts- 40 -hours for FHWA coordination, since the Bureau of Programming presented the McCormick/ Green Bay Intersection . design exceptions at the August 11, -2004 FHWA coordination rneeting. The Supplement, originally _ submitted to. you on June 17, 2004, was reviewed. by IDOT on July r1.2, 2004 with only minor comments. A draft disposition has been included for :.your review. City approval of Supplement No. 1 Ito address additional professional . .. engineering services related to design and coordination for the subject project.: ,This Supplement,' - originally submitted to you on -.June- 17, 2004, was reviewed by the Illinois Department of Transportation (IDOT) on July 12, 2004 with only minor comments. The attached documentation. includes an itemized lisCof work tasks that were not included in the original agreement. In general, this supplement is summarized by changes in scope that include additional - coordination. meetings with the Metropolitan Water. Reclamation District of Greater - Chicago (MWRDGC), supplemental geotechnical investigation services required to investigate soil conditions at the three sewer outfalls, supplemental roadway lighting design and submittals required by the- Bureau of Electrical Operations (BEO). to support lighting plans for the intersections of McCormick Boulevard with Bridge'Street and Green Bay Road, development of an Intersection Design Study (IDS) for the intersection of McCormick Boulevard and Green Bay Road . to maintain the existing dual left turn configuration, supplemental storm sewer design as required -by the IDOT - Hydraulics unit, development of a detail sheet for the Ecology Center entrance, preparation- of Plats" of Highways and. Legal Descriptions for three (3) additional parcels including coordination with IDOT, and supplemental land acquisition negotiation services to acquire right-of-way from MWRDGC -at Bridge Street and Prairie Avenue. •This. additional work is a vital part of the current success of the project. Because of these efforts the project. is on schedule for the November 5, 2004 construction letting pending acquisition of right-of- way. The project was able to get approval from the IDOT Hydraulics section and IDOT Bureau of Programming to support our proposed Phase I Addendum. We also were able to convince IDOT 1051 Perimeter Drive, Suite 1025 • Schaumburg, Illinois 60173-5058 • Phone: (847) 605-9600 • Fax: (847) 605-9610 Bureau of Traffic to allow the existing dual left turn lane configuration to remain at the intersection of McCormick Boulevard and Green Bay Road due to the high. volume of traffic which turns left onto Green Bay Road. We achieved concurrence from IDOT BEO to maintain the majority of the existing lighting system, updating only portions of the system which were affected by roadway widening. We also were able to incorporate the Ecology Center entrance work into the McCormick Boulevard Contract Plans. Our request for Supplement No. 1 includes the following: • Project Coordination $4,851 • Supplemental Soil Investigation - $7,600 • Pre -Final Contract Plans and Documents $21.,278 • Final Contract Plans and Documents $ l 3,277 • Right -of -Way Acquisition Services $18,927 The total amount requested for Supplement No. 1 is $65,933. Owned by MWRDGC as right-of-way for the North Shore Channel. Currently under Lease to the City of Evanston under Lease/Permit NL-063 (12/01/66 to 05/21/32), site of McCormick Park, operated by the City of Evanston. ROW includes 5,583.1 SF of fee simple ROW acquisition from MWRDGC to realign the intersection of Prairie Avenue to McCormick Boulevard. Parcel 6: Located in the north corner of McCormick Boulevard and Bridge Street. 'Owned by MWRDGC as right-of-way for the North -Shore Channel. Currently under Lease to the City of..Evansion under Lease/Permit NL-063 (12/01/66 to 05/21/32),.site of Community Gardens, operated by the City of Evanston. ROW includes 320.5 SF of fee simple.ROW acquisition from-.MWRDGC-required: to improve the turning radius of the intersection of Bridge Street and McCormick Boulevard, as well as for the permanent placement of traffic signal equipment.
