A RESOLUTION
Adopting the National Incident Management System
for Emergency Response
WHEREAS, emergency response to critical incidents, whether
natural or manmade, requires integrated professional management; and
WHEREAS, unified command of such incidents is recognized as
the management model to maximize the public safety response; and
WHEREAS, The National Incident Management System, herein
referred to as NIMS, has been identified by the Federal Government as being the
requisite emergency management system for all political subdivisions; and
• WHEREAS, failure to adopt NIMS as the requisite emergency
management system may preclude reimbursements to the City of Evanston for
costs expended during and after a declared emergency or disaster, and for
training and preparation for such disasters or emergencies; and
WHEREAS, The City Council has determined it is in the best
interest of the citizens of the City cif Evanston to pass this resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That it shall be the public policy of the City of
Evanston to adopt the NIMS concept of emergency planning and unified
0 command, and to train public officials responsible for emergency management.
SECTION 2: That this Resolution shall be in full force and effect
from and after its passage in the manner provided by law.
