A RESOLUTION
Supporting a Statewide
Ban on Smoking in Indoor Public
Places in the State of Illinois
WHEREAS, tobacco is the third leading cause of preventable death in the United
States and contains 4,000 chemicals, 63 of which cause cancer; and
WHEREAS, numerous studies have found that tobacco smoke is a major
contributor to indoor air pollution, and that breathing secondhand smoke is a cause of
disease in healthy nonsmokers, including heart disease, stroke, respiratory disease, and
• lung cancer; and
WHEREAS, the National Cancer Institute determined in the year 2000 that
secondhand smoke is responsible for the early deaths of 65,000 Americans annually; and
WHEREAS, the City of New York and the States of California, Maine, Connecticut,
Delaware, and California have banned indoor smoking in public places; and
WHEREAS, different indoor clean air laws in different municipalities in Illinois create
an uneven attempt to address the problem; and
WHEREAS, the City of Evanston endorses stronger clear air laws but does not wish
to put local businesses at a disadvantage,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF CITY OF

EVANSTON, COOK COUNTY, ILLINOIS:

SECTION 1: That the Evanston City Council calls upon the Illinois General
Assembly to enact a statewide ban on smoking in all indoor public places and workplaces
in Illinois, including bars and restaurants. Such a ban should be enacted as soon as
possible to address the disparities which currently exist.
SECTION 2: That this resolution shall be in full force and effect from and after its
passage in the manner provided by law.
