HomeMy WebLinkAboutRESOLUTIONS-2004-002-R-04• 2-R-04 A RESOLUTION Adopting the City's FY 2004/05 Community Development Block Grant, HOME Investment Partnerships and Emergency Shelter Grants Program Budgets and Approving the City's One -Year Action Plan for FY 2004/05 WHEREAS, the Congress of the United States did pass Public Law 93-383, Title I of the Housing and Community Development Act of 1974 (which established the Community Development Block Grant, CDBG, Program); Public Law 101-625, the Cranston -Gonzales National Affordable Housing Act (which established the HOME Investment Partnerships Program); Public Law 100-77, the Stewart B. McKinney Homeless Assistance Act (which established the Emergency Shelter Grants (ESG) Program); and WHEREAS, the City of Evanston is an "Entitlement City" by definition in said Acts, and as such, is eligible to make application to the United States Department of Housing and Urban Development (HUD) for said grant programs; and • WHEREAS, the City of Evanston estimates that its FY 2004/05 HUD entitlement allocations will be Community Development Block Grant $2,395,000 (estimated) HOME Investment Partnerships 586,000 (estimated) Emergency Shelter Grants 88,120 (estimated) Total FY 2004/05 funding: $3,069,120 (estimated) and: WHEREAS, the United States Congress will consider and approve HUD's 2004 funding bill when it convenes in January, 2004, which will include funding for the CDBG, HOME and ESG programs; and WHEREAS, the City Council's Housing and Community Development Act Committee is charged with oversight of the City's CDBG program; the Evanston Housing Commission is charged with oversight of the City's HOME program; and the City Council's Human Services Committee is charged with oversight of the City's ESG program; and r] 2-R-04 • WHEREAS, the Housing & Community Development Act Committee met on several occasions and developed funding recommendations for use of FY 2004/05 funding utilizing CDBG funds; and WHEREAS, funding recommendations for the use of 2004 ESG funds have not yet been determined and said recommendations will be made by the City Council's Human Services Committee; and WHEREAS, HOME funding recommendations are made by the Evanston Housing Commission and will be identified as eligible projects for the use of said funds as determined; and WHEREAS, HUD requires that the City submit a One -Year Action Plan, in which the activities the City proposes to undertake in FY 2004/05 utilizing CDBG, HOME and ESG funds are described. Proposed activities described in the Action Plan address the City's housing and homeless needs and the City's community development priority needs, as identified in the City's Consolidated Plan, 2000-2004. Specific CDBG activities and recommended funding levels were approved by the Housing and Community Development Act Committee on November 18, 2003; and WHEREAS, the proposed One -Year Action Plan for FY 2004/05 was reviewed by the • Housing and Community Development Act Committee, which also conducted a Public Hearing on December 16, 2003 to receive citizen input on the proposed One Year Action Plan for FY 2004/05; and WHEREAS, said Committee has recommended approval by the Evanston City Council of the proposed One Year Action Plan for FY 2004/05; and WHEREAS, in order to meet HUD's January 15, 2004 deadline for submitting its application for FY 2004/05 funding, the City of Evanston is submitting its application based upon these estimated amounts; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS: SECTION 1: That the proposed One Year Action Plan for FY 2004/05, attached hereto as Exhibit A and made a part hereof, is hereby approved. Page 2 • 2-R-04 SECTION 2: That the City of Evanston's 2004/05 Community Development Block Grant Program, totaling $2,754,832 (which is the sum of $2,395,000 in FY 2004/05 estimated entitlement funds, $200,000 estimated program income, and $145,832 in reallocated funds from completed prior years' CDBG projects), is hereby approved. SECTION 3: That FY 2004/05 funding in the amount of $586,000 in estimated entitlement funds for the 2004/05 HOME Investment Partnerships (HOME) and $88,120 in estimated entitlement funds for the 2004/05 Emergency Shelter Grants (ESG) programs is hereby approved. SECTION 4: That the City Manager of the City of Evanston is hereby authorized to transmit said One Year Action Plan for FY 2004/05 for the proposed CDBG, HOME and ESG program budgets to the U.S. Department of Housing and Urban Development (HUD) and to provide any additional information as may be required by HUD, concerning the aforesaid Action Plan and CDBG, HOME and ESG budgets for FY 2004/05. • SECTION 5: That this resolution shall be in full force and effect from and after the date of its passage and approval in the manner provided by law. r )Zt - __ Lorraine H.
