• A RESOLUTION
Amending the Community Development Block Grant Program
Authorizing the Reallocation of Unused Revolving Loan Funds
to Fund the 1999/2000 Housing Rehab Administration Program,
Fund a New Garage Demolition Program and Purchase
Computer Equipment for -the Community Development Department
WHEREAS, with passage of annual Resolutions the Evanston City Council did approve the
City's applications for annual Community Development Block Grant (CDBG) entitlement funds;
and did direct the City Manager to file said applications with the United States Department of
Housing and Urban Development (HUD); and,
WHEREAS, said applications for CDBG entitlement funds were submitted and approved by
said United States Department; and
WHEREAS, the City has a balance totaling approximately $1,056,988 of unexpended funds
in the CDBG funded Single/Family - Multi/Family Revolving Loan Fund, including program income
. received from payments made on loans; and
WHEREAS, said Revolving Loan Fund balance is in excess of the amount needed to make
new loans; and
WHEREAS, HUD urges entitlement grantees to spend CDBG funds as expeditiously as
possible; and
WHEREAS, the Housing and Community Development Act (CD) Committee has
determined that it would be desirable to reallocate $347,665 in unexpended program income from
the Single/Family - Multi/Family Revolving Loan Fund to fund several CDBG sponsored projects;
and
WHEREAS, reallocation of said funds would require that the City's CDBG program budget
and Consolidated Plan be amended; and
WHEREAS, the Housing and Community Development Act Committee did hold a Public
Meeting on October 13, 1998 to hear public opinion on said reallocations, in accordance with the
CDBG Program Citizen Participation Plan, and approved said reallocations;
. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Evanston, Cook
County, Illinois:

SECTION 1: That the City's applications for the Community Development Block Grant
program are hereby amended and the following reallocations within the CDBG program are
authorized:

SECTION 2: That the City's Consolidated Plan and CDBG program budget be amended to •
reflect the aforesaid reallocations.
SECTION 3 : That this resolution shall be in full force and effect from and after the date of
its passage and approval in the manner provided by law.
