Opposing Cox-Wyden Internet Tax Legislation and
Recommending. a. Substitute.,Billa: _i:=
WHEREAS, there is a bill pending before both the United States Senate and House of Representatives
titled the "Internet Tax Freedom Act"; and
WHEREAS, such bill would preempt the ability of state and local governments to collect existing, as well
as future, taxes in Internet transactions and on-line services; and
WHEREAS, this legislation would create a tax haven for some of the nation's largest, fastest growing and
wealthiest corporations at the expense of main street businesses, local governments,.and_local taxpayers;.and........_.
WHEREAS, this legislation would place main street businesses attempting to serve the same customers
as mail order and Internet providers at a significant disadvantage, and would severely limit their ability to compete
in that kind of environment; and
WHEREAS, this legislation would significantly hurt sales tax revenues which Evanston depends on to
support General Fund operations, including a wide range of crucial public services, such as police and fire
protection, human services and public works activities; and
WHEREAS, both the Senate and the House of Representatives have indicated that this bill is a priority
over the next two months; and
isWHEREAS, the President has endorsed the Cox-Wyden preemption legislation and called on Congress
to act immediately.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVANSTON,
COOK COUNTY, ILLINOIS:
SECTION l: That the City of Evanston opposes all efforts to adopt the Cox-Wyden Internet Tax
legislation in its current form and urges Congress to adopt the National League of Cities/National Governors'
Association proposal that would offer tar simplification to industry and consumers and, at the same time, protect
local tax revenues for Evanston.
SECTION 2: That this Resolution shall be sent to the Congressional legislators representing Evanston
residents.
SECTION 3: That this Resolution shall be in full force and effect from and after the date of its passage
and approval in the manner provided by law.
