• A RESOLUTION
Amending the Community Development Block Grant
Program and Authorizing the Reallocation of Unspent Funds
WHEREAS, with passage of Resolution 5-R-88, 10-R-95, 6-R-96 and 5-R-97 the Evanston
City Council did approve the City's application for 1988/89 Community Development Block Grant
(CDBG) entitlement funds (Final Statement); the HUD Consolidated Plan for Fiscal Year 1995/96,
which included the CDBG program budgets for 1995/96, 1996/97 and 1997/98; and did direct the
City Manager to file said applications with the United States Department of Housing and Urban
Development (HUD); and
WHEREAS, said Final Statement, HUD Consolidated Plan and CDBG program budgets for
19988/89, 1995/96, 1996/97 and 1997/98 were submitted and approved by said United States
Department; and
WHEREAS, funds are needed to immediately purchase replacement play equipment for
. Mason Park; and
WHEREAS, the Housing and Community Development Act (CD) Committee has
determined that it would be desirable to reallocate $11,000 in Project Contingency (ULO) funds for
the needed playground equipment for Mason Park; and
WHEREAS, additional funds are needed to complete the 1995/96 Callan/Oakton
Embankment Improvement project; and
WHEREAS, the Housing and Community Development Act (CD) Committee has
determined that it would be desirable to reallocate $86,855 in unused funds from the 1988/89
Southwest Neighborhood Development project to the 1995/96 Callan/Oakton Embankment project;

WHEREAS, reallocation of said funds would require that the City's 1988/89, 1995/96,
1996/97 and 1997/98 CDBG program budgets, Final Statement and Consolidated Plan be amended;
and
WHEREAS, the Housing and Community Development Act Committee did hold a Public
• Meeting on October 15, 1997 to hear public opinion on said reallocations, in accordance with the
CDBG program Citizen Participation Plan, and approved said reallocations;

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Evanston, Cook •
County, Illinois:
SECTION 1: That the City's applications for the 1988/89, 1995/96, 1996/97 and 1997/98
Community Development Block Grant programs are hereby amended and the following reallocations
are authorized:
From FOURTEENTH YEAR GRANT (1988/89)
Southwest Neighborhood Redevelopment Program $86,855
To TWENTY-FIRST YEAR GRANT (1995/96)
Callan/Oakton Embankment Project $86,855
Total Reallocations to 1995/96 CDBG Program $86,855
From TWENTY-FIRST YEAR GRANT (1995/96)
Project Contingency (ULO) $ 3,989
To TWENTY-THIRD YEAR GRANT (1997/98)
Mason Park Play Equipment $ 3,989
From TWENTY-SECOND YEAR GRANT (1996/97)
Project Contingency (ULO) $ 7,011
To TWENTY-THIRD YEAR GRANT (1997/98) is
Park Play Equipment $ 7,011
Total Reallocations to 1997/98 CDBG Program $11,000
SECTION 2: That the City's 1988/89 Final Statement and 1995/96 HUD Consolidated Plan
and CDBG program budgets for 1988/89, 1995/96, 1996/97 and 1997/98 be amended to reflect the
aforesaid reallocations.
SECTION 3: That this resolution shall be in full force and effect from and after the date of
its passage and approval in the manner provided by law.
