A RESOLUTION
Amending the 1997/98 Community Development
Block Grant Program and Authorizing the Reallocation of Unspent Funds
WHEREAS, with passage of Resolution 5-R-97 the Evanston City Council did approve
amendments to the HUD Consolidated Plan for Fiscal Year 1996/97, which included the City's
application for 1997/98 Community Development Block Grant (CDBG) entitlement funds; and did
direct the City Manager to file said application with the United States Department of Housing and
Urban Development (HUD); and
WHEREAS, said amendments and CDBG program budget were submitted and approved by
said United States Department; and
WHEREAS, additional funds are needed to complete the 1997 Paving of Sherman Avenue
program; and
WHEREAS, unexpended funds are available in the 1997/98 Alley Reconstruction program;
.0 and
WHEREAS, the Housing and Community Development Act (CD) Committee has
determined that it would be desirable to reallocate $30,000 in unexpended funds from the 1997 Alley
Reconstruction program to the 1997 Paving of Sherman Avenue program; and
WHEREAS, reallocation of said funds would require that the City's 1997/98 CDBG program
budget and Consolidated Plan be amended; and
WHEREAS, the Housing and Community Development Act Committee did hold a Public
Meeting on August 12, 1997 to hear public opinion on said realloation, in accordance with the
CDBG Program Citizen Participation Plan, and approved said reallocation;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Evanston, Cook
County, Illinois:
SECTION 1: That the City's 1997,198 application for the Community Development Block
Grant program is hereby amended and the following reallocation within the 1997/98 CDBG program

TWENTY-THIRD YEAR GRANT (1997/98) •
From:
Alley Reconstruction Program $30,000
To:
Paving of Sherman Avenue Program $30,000
TOTAL REALLOCATIONS WITHIN THE 1997/98
CDBG PROGRAM: $30,000
SECTION 2: That the City's Consolidated Plan and 1997/98 CDBG program budget be
amended to reflect the aforesaid reallocation.
SECTION 3: That this resolution shall be in full force and effect from and after the date of
its passage and approval in the manner provided by law.
