HomeMy WebLinkAboutRESOLUTIONS-1997-050-R-9750-R-97 A RESOLUTION 0 AUTHORIZING THE SUBMISSION OF AN APPLICATION TO THE LIEUTENANT GOVERNOR'S OFFICE FOR GRANT FUNDING AVAILABLE THROUGH THE KEEP ILLINOIS BEAUTIFUL PROGRAM WHEREAS, the City Council of the City of Evanston pursuant to Resolution 41-R-86, authorized the City's participation in the Keep Illinois Beautiful Program to be administered through Keep Evanston Beautiful, Inc. (KEB) in 1986; and WHEREAS, at the recommendation of Keep Evanston Beautiful, Inc. the City of Evanston is applying to the Lieutenant Governor's Office for grant funding available through the "Keep Illinois Beautiful Program"; and WHEREAS, it is necessary that an application be submitted by the City of Evanston on • behalf of Keep Evanston Beautiful, Inc. and certain agreements be entered into with the State of Illinois; NOW, THEREFORE, BE IT RESOLVED by the City Council of Evanston, Cook County, Illinois that: Section 1: The City of Evanston in the County of Cook shall apply for a $6,720.00 Grant through the program under the terms and conditions of the State of Illinois and shall enter into and agree to the understandings and assurances governing the receipt and utilization of the aforesaid grant funds. Section 2: The Mayor and City Clerk, on behalf of the City of Evanston in the County of Cook, shall be empowered to execute such documents and all other agreements as may be considered necessary for carrying out the State activities outlined within said application including, without limitation, the grant documents, and agreement with not -for -profit, community -based organizations for the purpose of administering the grant program. • Section 3: The Mayor and City Clerk are authorized to provide such additional information as may be required to accomplish the obtaining of a grant offer. City Clerk 5 • Scope of Work Keep Evanston Beautiful has in the past directed our education efforts primarily towards the elementary schools in Evanston. The goal for this grant would be to expand our efforts to the high school. Evanston Township High School (E.T.H.S.) houses 2,500 students and several hundred teachers and support staff in a 3 story building in central Evanston. There is currently very little recycling, except for office paper on a voluntary basis. K.E.B in conjunction with E.T.H.S.'s Operations and Purchasing Departments, headed by George Dellorto, proposes to set up a whole -school recycling program, expanding the collection of office paper, and adding the bottles and cans from food service areas. The organization will provide collection containers for paper and bottles and cans, plus an education program targeting students, teachers, administrators and custodial staff. Collection of the new materials to be recycled (bottles, cans and all office paper) and material already being recycled (some newspaper, magazines and office paper), is currently, and will continue to be, provided by the City of Evanston. is P g A second project which is aimed at educating the residents of Evanston is the 5' printing of K.E.B.'s Directory of Recycling Alternatives. We have solicited support for the printing of enough copies to distribute them to every household in Evanston. The Executive Director is also in charge of any legislative efforts undertaken on behalf of KEB and/or Keep Illinois Beautiful on a local level. She also assists in the planning and execution of fund raising efforts. Approximately 25% of her time is spent on these an other matters. The remainder is divided thusly: Community Awareness Committee 20% Education Committee 20% Garden Walk Committee 5% Membership 20% Publicity & Newsletter . 10% The Executive Committee consists of the Officers of the Board of Directors and the Executive Director. It is the function of this committee to approve committee actions and expenditures and then bring such matters before the board at large. It is also the task of this committee to determine policies regarding the board. Join forces with PTA environment chairpersons in working on K.E.B. projects and programs. Co-sponsor the Northwestern University Environmental April Fair, open to the public for first time in 1997. • II Summary of Program Accomplishments During 1996-97, the following goals and programs have been achieved by KEB: • 1. Volunteer Board of Directors expanded; hired new Executive Director. 2. Continue to receive City support in the form of rent-free office space and a $5,000 annual grant, plus cooperation in the coordination of public events. 3. Distribution of "Sarah Saves CanMan," KEB's award -winning educational video, partially funded by the LGO/KIB grant program. 4. Secured a $3,000 grant from Sam's Club to help with the printing of 20,000 copies of KEB's revised Directory of Recycling Options, plus over a dozen advertisers. 5. Set up household battery recycling program at Evanston fire stations and the Evanston Ecology Center; provided collection containers and collection service, and will pay for pick-up and processing by Battery Solutions. 6. Produced a cable television program "Keep Evanston Beautiful presents Community Leaders" for Evanston Community Television. 7. Presented an annual public forum in combination with another Evanston civic organization. In 1997, "Is Recycling a Waste?" was co -hosted by the Evanston Environmental Association; in 1996, "Keeping Up Appearances" (an overview of Evanston's massive downtown rebuilding and landscaping project) was co -hosted by KEB and the League of Women Voters. 8. Appearances by CanMan, KEB's mascot, at public events, including the Northwestern University Environmental Fair, Trashbuster's Day and the Evanston 4th of July Parade. 9. Initiated discussion with Evanston Township High School to set up a school -wide recycling program. Made a presentation to the Dist. 202 school board; currently working with relevant departments at the high school to ensure cooperation of support staff. KEB, in conjunction with the • City, will provide educational presentations and materials for students and staff, as well as some additional collection receptacles for recyclable materials. Waste reduction and reuse will be part of the education process. 10. Working with Evmark, local business group, to create an award/recognition event for Evanston businesses which do an exceptional job of maintaining their premises and operate in an environmentally friendly manner. 11. Membership Committee: Continues to grow both the corporate and business memberships :as well as individual and family memberships. 12. Community Awareness Committee: Trashbuster's Day clean-ups throughout Evanston in April; annual Sanitation and Recycling Workers' Appreciation Breakfast in March; co -sponsored Howard St. Clean and Green planting of $6,500 in bushes and flowers using volunteers; appearance: at public events; up -dating of information in the Directory of Recycling Options. 13. Education Committee: Sponsored the 7th and 8th Annual Earth Day Essay Contests for Evanston school children. Winning essays published in local paper, winners honored at a City Hall ceremony, Mayor Loarraine Morton presiding. Co -sponsored `97 Northwestern University Environmental Fair in April; planning for an accredited Teachers Workshop for Dist. 65 teachers in November; many classroom visits to elementary schools. 14. Garden Walk Committee: Organized KEB's 8th Annual Garden Walk, featuring nine private and one public garden the last Sunday in June. This is KEB's primary fund raising event, and has had a profoundly positive effect on the appearance of many neighborhoods around the City. 15. Publicity and Newsletter: Publish KEB's newsletter "Resource" twice annually, in the fall and • early spring; contact local media with news of KEB events. 12 Working Committee's Community Awareness Committee • Goals To encourage the involvement of the entire community in issues related to recycling, reuse, waste reduction and litter reduction; that is the essential goal of the Community Awareness Committee. Its purpose is to encourage and enable all of Evanston to take an active part in K.E.B's goals and activities. The committee seeks to: Reach all sectors of community life through existing organizations, public events and outreach projects. Enlist volunteers for special projects. Engage in cooperative projects and programs with community organizations. Action Plan Identify as many community groups as possible. Organize cooperative events with other community groups and make available to the general public. Aid municipal and media committees in developing plan for waste handling that lessens our use of landfill and increases recycling. Sponsor neighborhood clean-up projects. Initiate sanitation workers appreciation day. Publish Directory of Recycling Alternatives, a reference guide to recycling hundreds of household items, plus information on waste reduction, reuse and how/where to buy recycled products P_ rQgrammatic T&a Provide mascots and other forms of support for events. JohE ence Community Programs • 21 Government/Organization Agreement This Agreement made on 1997 between The City of Evanston, in the County of Cook, and Keep Evanston Beautiful, Inc. regarding the administration of a Keep Illinois • Beautiful program under section 46.53 of the Civil Administrative code, 111. Rev. Stat. Ch. 127, para. 46.53 as amended. The City of Evanston, in the County of Cook, shall provide the sum of $6,720.00 consisting of a Keep Illinois Beautiful Program Grant from the State of Illinois in the amount of $6,720.00 and matching funds from local sources in the amount of $17,485.00 in accordance with the terms and conditions of the grant as set forth in the grant document, the form which is attached hereto and by this reference specifically incorporated herein, and accordance with any subsequent provisions, requirements and assurances promulgated by the State of Illinois that may now or hereafter apply to said grant. 2. The City of Evanston, in the County of Cook, shall be obligated to provide said grant funds to Keep Evanston Beautiful only on the condition that said funds shall be available from the Lieutenant Governor's Office. The non -availability of such grant funds shall cause this agreement to be terminated at the option either party hereto or the Lieutenant Governor of the State of Illinois. Should the City of Evanston, in the County of Cook, receive less than the full amount anticipated in the grant document, and if neither the Lieutenant Governor nor either party exercises his/its option to terminate this Agreement within 14 days of bein notified of the non -availability of funds, Keep Evanston Beautiful shall receive an amount under this Agreement which is reduced in proportion to the • reduction in funds available to the City of Evanston, in the County of Cook, under the grant document. Keep Evanston Beautiful shall adhere to all the provision, requirements and assurances set forth in the grant document. Further, Keep Evanston Beautiful shall comply with any existing or subsequently enacted provisions or requirements promulgated by the Lieutenant Governor and applicable to the grant. Failure shall cause this Agreement to be terminated at the discretion of the Lieutenant Governor. 4. Keep Evanston Beautiful, its officers, agents, employees and assigns, agree to hold the City of Evanston, in the County of Cook, and the State of Illinois harmless from any and all liability, claims, damages, and litigation arising from its operations and activities under the terms of the Agreement. This Agreement shall be binding upon Keep Evanston Beautiful and its assigns except that Keep Evanston Beautiful may not assign or transfer its rights without the prior written consent of the City of Evanston, in the County of Cook, and the Lieutenant Governor. This Agreement shall inure to the benefit of the City of Evanston, in the County of Cook, its successors and assigns. 6. All federal and state laws in effect during the term of this Agreement, insofar as they are • applicable, regardless of the date of enactment, shall be considered to be amendments hereto and as much a part of this Agreement as if fully set forth herein without any further action by the parties. 22 7. This Agreement shall be governed by the laws of the State of Illinois. In the event that any provision of this Agreement shall be held invalid or unenforceable by any court of competent jurisdiction, such holding shall not invalidate or render unenforceable any other • provision hereof. 8. Except as provided in paragraph 6 above, the terms and conditions of this Agreement may only be amended by written agreement of both parties with the prior written consent of the Lieutenant Governor. 9. It is agreed between the parties that this Agreement, with attachments and as written, is full and complete agreement between the parties and that there are no oral agreements of understandings between the parties other than that which has been reduced to writing herein. 10. The City of Evanston, in the County of Cook, represents that all information contained in the application for the Keep Illinois Beautiful Program Grant, as stated by the City of Evanston, in the County of Cook, and submitted to the Statewide Keep Illinois Beautiful Coordinator is correct and accurate. The parties hereto agree that any material misstatement may be considered a breach of the grant document, and may result in the voiding of the Agreement and/or the grant document at the discretion the Lieutenant, Governor.
