HomeMy WebLinkAboutRESOLUTIONS-1997-023-R-97Illinois Department Resolution for Maintenance of Streets and Highways of Transportation By Municipality Under the Illinois Highway Code • Supplemental Resolution 23-R-97 Supplemental Resolution 23-R-97 BE IT RESOVVED, by the Council of the (Council or President and Board of Trustees) City Evanston of ,Illinois, that there is hereby (City, Town or Village) (Name) appropriated the sum of $ 325,000.00 of Motor Fuel Tax funds for the purpose of maintaining streets and highways under the applicable provisions of the Illinois Highway Code, from January 1, 19 9 7 to December 31, 19 9 7 . BE IT FURTHER RESOLVED, that only those streets, highways, and operations as listed and described on the ap- proved Municipal Estimate of Maintenance Costs, including supplemental or revised estimates approved in connec- tion with this resolution, are eligible for maintenance with Motor Fuel Tax funds during the period as specified above. BE IT FURTHER RESOLVED, that the Clerk shall, as soon as practicable after the close of the period as given above, submit to the Department of Transportation, on forms furnished by said Department, a certified statement showing expenditures from and balances remaining in the account(s) for this period; and BE IT FURTHER RESOLVED, that the Clerk shall immediately transmit two certified copies of this resolution 4e district office of the Department of Transportation, at Schaumburg , Illinois. Tonkinson, City Engineer SUBJECT: Motor Fuel Tax Supplemental Resolution 23-R-97 Maintenance by Contract As part of the approved 1996 Motor Fuel Tax Program, there is identified $350,000.00 of Motor Fuel Tax Funds to be used for Maintenance by Contract. The streets to be improved by this contract are in the Downtown area where the Street Scape has already been completed (see attached map). In prior years, the improvement of streets through this maintenance effort was brought about by the Hot Surface Asphalt Recycling Program. Because of the new trees that have been planted Downtown, along the parkways, it has been determined that this process should not be used, as this method of rejuvenating or restoring the surface requires the use of heat applied to the street. This process causes scorching of the leaves adjacent to the curbs and therefore it is not recommended where new foliage has been placed. The process that is planned to be used this year is to grind the existing surfacing, thereby removing two (2) inches, the placing of a leveling surface of approximately one (1) inch and a wearing surface of one inch. The following segments of streets will receive this type of treatment: STREET FROM TO Sherman Avenue Lake Street Clark Street Orrington Avenue Sherman Avenue Clark Street Church Street Benson Avenue Orrington Avenue Davis Street Benson Avenue Orrington Avenue Grove Street Maple Avenue Sherman Avenue MFT Supplemental Resolution 23-R-97 Page 2 This is a maintenance operation to repair the surface of the street as opposed to the resurfacing program where base repair is made. Through the design process it was determined that the estimated cost of this effort will be $325,000.00 which includes four percent (4%) for engineering. This engineering cost will be reimbursed to the City from its Motor Fuel Tax Funds as approved in the 1997-98 Budget. As part of the design investigation the existing sewers under these streets were T.V. inspected. Two (2) small segments of the sewer on Sherman Avenue north of Main Street and one (1) segment of Sewer eighty-three feet (83') in length south of Church will be replaced due to their poor condition. These segments of sewer will be replaced in the existing pipe size. Additionally, manholes and valve vaults that are in poor condition will be reconstructed. The estimated cost of this sewer work is $145,000.00 and will be funded from the Sewer Capital Improvement Account. The sewer work will be done as part of the Motor Fuel Tax Contract. The project is tentatively scheduled to begin on May 19, 1997 and to be completed by July 18, 1997. So as to minimize the impact of this work to the businesses in the downtown area, close coordination will be maintained between EVMARK, the Chamber of Commerce and the Streetscape contractors. is It is recommended that Supplemental Resolution 23-R-97 be adopted in the amount of $325,000.00 and that two (2) certified copies of the Resolution be sent to the Illinois Department of Transportation in Schaumburg.
