Tonkinson, City Engineer SUBJECT: 1997 Motor Fuel Tax Resurfacing Program Project: 97-00209-00-RS Resolution: 22-R-97 Attached is a copy of Resolution 22-R-97 by which the City Council would appropriate $825,000.00 of Motor Fuel Tax Funds for resurfacing the following streets: STREET FROM TO Benson Avenue Elgin Road Emerson Street Brummel Street Custer Avenue C & NW R.R. Dodge Avenue Mulford Street Dead End Dodge Avenue Pratt Court Foster Street Simpson Street Sherman Avenue University Place Emerson Street The work on the streets listed above will consist of curb replacement, base repair, adjustment of utilities and drainagestructures and resurfacing along with other necessary incidental construction. (See attached map.) • Two (2) segments of streets were examined for possible widening in order to furnish additional parking, Clyde Avenue from Howard Street to Brummel Street and Brummel Street from Custer Avenue to the Union Pacific Railroad right-of-way. Both streets service residential land and are twenty-four feet (24') wide with one -side parking. Both streets can be widened by one and, one- half feet (1 ''/z') on each side for a total of three (3) feet to provide a twenty-seven foot (27') wide street that would allow parking on both sides. This minor widening would not adversely impact the existing tree lines nor any of the physical features along the street. On Clyde Avenue, the Traffic Engineer, sent out one hundred seventy-two (172) postcards requesting returns indicating the position of those being canvassed as to whether they would support the widening for additional parking or oppose it. A total of twenty-two (22) responses were received (14%) with eighteen (18) in favor of the widening (82%) and four opposed (18%). Forty-one (41) postcards were mailed from Brummel Street with a total of three (3) being returned. All three (3) returned were in favor of widening the street with none opposing. Staff recommends that these two (2) segments of streets be widened from twenty-four feet (24') to twenty-seven feet (27') to allow for additional parking in this area where it is greatly needed. As part of the design investigation, the existing sewers under the streets were T.V. inspected. Segments of the sewer on all streets with the exception of Boston Avenue, Mulford Street and Pratt Court need to be replaced due to their poor condition. The short segments will be replaced in the existing pipe size. Also, the condition of the catch basins were inspected and those that are in need of replacement will be replaced. The total estimated cost of this work is $300,000.00 •The $300,000.00 will be funded from the Sewer Capital Improvement account, 7425.50300. This sewer work will be done as part of a separate contract prior to work beginning on the resurfacing. In addition to the construction contract costs, the engineering cost of eight percent (8%) will be reimbursed to the City from its Motor Fuel Tax Funds, as approved in the 1997-98 budget. These engineering cost are also included in the Motor Fuel Tax Resolution for approval of appropriation. The segments of streets to be upgraded by the Resurfacing Program are those that the City Council approved on December 16, 1996.
