HomeMy WebLinkAboutRESOLUTIONS-1997-005-R-975-R-97 A RESOLUTION Adopting the City's 1997/98 Community Development Block Grant Program and Approving Amendments to the City of Evanston's-Consolidated Plan (1996/97) WHEREAS, the Congress of the United States did pass Public Law 101-625, the Comprehensive Housing Authority Strategy (CHAS), Title I of the Cranston -Gonzalez National Affordable Housing Act and HOME Investment Partnerships. (HOME), Title II of the Cranston - Gonzalez National Affordable Housing Act; Public Law 93-383, Community Development Block Grants (CDBG), Title I of the Housing and Community Development Act of 1974; Public Law 100- 77, Emergency Shelter Grants (ESG), Title VI, Subtitle B, of the Stewart B. McKinney Homeless Assistance Act; and Public Law 102-550, Housing Opportunities for Persons with AIDS (HOPWA), the AIDS Housing Opportunity Act; and WHEREAS, the City of Evanston is an "Entitlement City" by definition in said Acts, and as such, is eligible to make application for said grant programs; and WHEREAS, the U.S. Department of Housing and Urban Development has required that all entitlement cities submit a Consolidated Plan addressing community development strategies and isdevelop proposals for utilization of grant funds under the CDBG, ESG, HOME and HOPWA programs; and WHEREAS, Evanston's Consolidated Plan was developed through a multi -faceted citizen input process utilizing the City's 1992-1997 CHAS, the annual CDBG program Needs Hearing and proposal review process, and input from other City boards and commissions and human service providers; and WHEREAS, the Evanston City Council did adopt the FY 1996/97 Consolidated Plan for the City of Evanston on January 8, 1996; and WHEREAS, the City's Housing and Community Development Act Committee is charged with oversight of the City's Community Development Block Grant Program; the Evanston Housing Commission is charged with oversight of the City's HOME Investment Partnerships Program; and the City Council's Committee of the Whole is charged with oversight of the City's Emergency Shelter Grants Program; and 0 5-R-97 WHEREAS, the aforesaid Committees and Commission met on several occasions and developed funding recommendations for FY 1997/98 utilizing CDBG, HOME and ESG funds, Is incorporated as Part V of said Consolidated Plan; and WHEREAS, proposed amendments to the City's FY 1996/97 Consolidated Plan were also reviewed by the Housing and Community Development Act Committee, the Evanston Housing Commission and the Evanston Plan Commission and said Committee and Commissions have recommended approval by the Evanston City Council of the aforesaid amendments, a copy of the HUD Consolidated Plan for Fiscal Year 1996-1997, including proposed amendments and the proposed FY 1997/98 CDBG program budget, is attached to this resolution; and WHEREAS, a Public Hearing on the proposed amendments to the Consolidated Plan (FY 1996/97 ) and proposed FY 1997/98 CDBG program budget was conducted on December 10, 1996 to receive citizen input; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS: Section 1: That the proposed amendments to the City of Evanston's FY 1996/97 Consolidated Plan are hereby approved; and Section 2: That the City of Evanston's 1997/98 Community Development Block Grant program is also hereby approved; and Section 2: That the City Manager of the City of Evanston is hereby designated the authorized representative of the City of Evanston to act in connection with the programs addressed in the Consolidated Plan; and Section 3: That the City Manager of the City of Evanston is hereby authorized to transmit the City's amended Consolidated Plan to the U.S. Department of Housing and Urban Development and to provide said Department with revisions or additional information as may be required concerning the City of Evanston's Consolidated Plan; and Section 4: That this Resolution shall be in full force and effect from and after the date of its passage and approval in the manner pro d by law.
