A RESOLUTION
Authorizing the City Manager to File a
Grant Application Under the
Urban Empowerment Zones and Enterprise Community Program
WHEREAS, the United States Department of Housing and
Urban Development (HUD) has determined that cities should assess
their assets and needs in a comprehensive manner in order to
develop a "vision" for action; and
WHEREAS, HUD has developed the Empowerment
Zones/Enterprise Communities Program to provide resources for
communities to implement community based strategic plans to
further said "vision"; and
WHEREAS, the federal government has determined that
• special consideration in competition for funding should be
afforded communities who have applied and/or are designated
Empowerment Zones/Enterprise Communities; and
WHEREAS, the Urban Empowerment Zones and Enterprise
Community Program will complement the objectives of the Urban
Park and Recreation Recovery (UPARR) program; and
WHEREAS, the Urban Park and Recreation Recovery (UPARR)
program requires participation in the Urban Empowerment Zones and
Enterprise Community (EZ/EC) Program in order to obtain maximum
consideration; and
WHEREAS, the City of Evanston has been advised by the
U.S. Department of Interior that it is necessary to show evidence
in its UPARR grant application that application is being made for •
the Urban Empowerment Zones and Enterprise Community Program; and
WHEREAS, the City Council has previously authorized
and directed that the City Manager file a grant application for
the Urban Park and Recreation Recovery (UPARR) program for the
rehabilitation of facilities in the Fleetwood/Jourdain Community
Center and Mason Park;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That the City Manager of the City of
Evanston, is hereby authorized and directed to file a grant
application with the U.S. Department of Housing and Urban
Development under the Urban Empowerment Zones and Enterprise
Community Program.
SECTION 2: That the City Manager is further authorized
to provide such additional information as may be required with
respect to the City of Evanston's participation in the program.
SECTION 3: This Resolution shall be in full force and
effect from and after the date of its passage and approval in the
manner provided by law.
