Amending City Council Rule 9.7
Pertaining to Standing Committee Chairmanships
WHEREAS current Council Rule 9.7 reads as follows: "The Rules
Committee will establish a schedule of Standing Committee
chairmanships so that each member shall have at least one
chairmanship per year, but in no event serve more than two terms as
chairman per year, with no Alderman holding two chairmanships at
the same time. A chairmanship schedule will be based on
seniority."; and
WHEREAS the Rules Committee reviewed the language of this rule
in relation to the current standing committee structure during its
June 1, 1993 meeting; and
WHEREAS providing each of the nine members of the
Administration & Public Works Committee with at least one
chairmanship per year, in accordance with Rule 9.7, would result in
committee chairmanships of less than two months; and
WHEREAS the City Council believes a committee chairmanship of
less than two months for the Administration & Public Works
Committee is too short;
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF EVANSTON, COOK COUNTY, ILLINOIS:
Section 1: That the City Council delete the requirement that
each standing committee member have at least one chairmanship per
year by amending Rule 9.7 to read as follows: "The Rules Committee
will establish a schedule of Standing Committee chairmanships so
that each member shall serve no more than two terms as chairman per
year, with no Alderman holding simultaneous chairmanships of the
Administration & Public Works, Human Services, or the Planning &
Development Committees. A chairmanship schedule will be based on
seniority."
Section 2: That this Resolution shall take effect and be in
full force from and after its passage as provided by law.
