HomeMy WebLinkAboutRESOLUTIONS-1993-054-R-931-- 54-R-93 A RESOLUTION Upon the Occasion of the Retirement of Mayor Joan W. Barr WHEREAS, Mayor Joan W. Barr has served as the Mayor of the City of Evanston since April 2, 1985; and WHEREAS, prior to election to the office of Mayor of the City of Evanston, Mayor Barr served as Alderman of the Second Ward of the City of Evanston during the years 1977 through 1985, serving as Chair and/or member of the Committee on Committees, the Human Services Committee, the Administration and Public Works Committee, the City -Chamber Committee, the Housing and Community Development Act Committee, the Transportation Committee, the Unified Budgeting Panel, the Emergency Housing Task Force, the Housing Task Force; and WHEREAS, prior to her election as Alderman, she served as a member of the Evanston Youth Commission and President of the Dewey Community Conference; and WHEREAS, during her tenure as Mayor she served j as President of TOPCORP of Northwestern University/Evanston Research Park; and WHEREAS, during her tenure as Mayor she served as Chair and/or member of many regional boards and commissions, including the North Shore Council of Mayors, the Illinois Municipal League, the Northwest Municipal Conference, and the Oversight Committee of the Private Industry Council of the Northwest Municipal Conference; and WHEREAS, Mayor Barr served on national and state committees including the United States Conference of Mayors Board of Trustees, Advisory Board, Nominating Committee, Resolutions Committee, Housing and Economic Development Committee, Transportation Committee, Health Committee, Arts, Culture and Recreation Committee, Sub -Committee on Aging of Health Committee and Sub -Committee on Culture and Recreation Committee, and on the National League of Cities and Governor Thompson's Illinois Employment Security Advisory Board; and WHEREAS, during her tenure as Mayor, the City of Evanston has made substantial progress in many areas, including but not limited to, capital improvements that include long- range sewer improvements, planning for a new library and fire station, rehabilitation of lakefront buildings and the Police Department, development of the Evanston/University Research Park, extensive commercial economic development, housing needs for homeless and deinstitutionalized persons, housing development and rehabilitation, adoption of the Comprehensive General Plan and of comprehensive amendments to the Zoning Ordinance initiation of citywide iE , recycling, recognition of the City by receiving of the Governor's top honor in the Hometown Awards Program, and fiscal responsibility as acknowledged by the City's consistent AAA bond rating; and WHEREAS, during her tenure as Mayor of the City of Evanston, Joan W. Barr has served the citizens of the City of Evanston with distinction, giving most liberally of her time, energy and ability; NOW THEREFORE BE IT RESOLVED that the City Council of the City of Evanston on behalf of itself, the City Manager, City Officials, and the residents of her community, do hereby express great appreciation to Mayor Joan W. Barr for her service to the City of Evanston and regret the occasion of her voluntary retirement as Mayor of the City of Evanston. BE IT FURTHER RESOLVED THAT this Resolution be made a part of the permanent records of the City of Evanston and that a copy, executed by the Mayor and attested by the City Clerk, be sent to the said Mayor Joan W.
