RESOLUTION
Amending City Council Rule 18.12
Pertaining to Holdovers of Council Agenda Items
WHEREAS current Council Rule 18.12 provides that at the
request of two Aldermen, any matter except a special order of
business may be held over for consideration until the next regular
meeting of the Council; and
WHEREAS Council rules do not permit debate of a request of two
Aldermen to holdover an agenda. item; and
WHEREAS during its meeting of April 7, 1993 the Rules
Committee considered an Aldermanic reference requesting that
Council rules be amended to allow an Alderman to receive
information on the impact of a holdover; and
WHEREAS during its discussion of the reference the Rules
Committee determined that it would be appropriate for an Alderman
to request information on the the impact of the holdover.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF EVANSTON, COOK COUNTY, ILLINOIS:
Section 1: City Council Rule 18.12 be amended to read as
follows: "At the request of two Aldermen, any matter except a
special order of business may be held over for consideration until
the next regular meeting of the Council. Any matter so held over
may not be held over a second consecutive time by this procedure.
An Alderman may ask either the City Manager or the Aldermen
requesting the holdover to explain the impact of the holdover at
the time a holdover is requested., If a request to hold a matter
over is contested by a motion to overrule the request, duly made
and seconded, the motion to overrule will be sustained if at least
two-thirds (2/3's) of the Aldermen present vote in favor of the
motion. A motion to overrule is debatable. Any citizen may
inspect the matter under such deferred deliberation at the office
of the City Clerk.
Section 2: That this Resolution shall take effect and be in
full force from and after its passage as provided by law.
