A RESOLUTION
Repealing Resolution 68-R-75
(Police Services Committee)
WHEREAS, on April 2, 1991, citizens of Evanston passed
a referendum to reduce the size of the City Council from
eighteen to nine members; and
WHEREAS, the reduction in the size of the City Council
will occur effective upon the election of April, 1993; and
WHEREAS, the reduction in the size of the City Council
is a fundamental change in the manner in which the City will
conduct its business and affairs; and
WHEREAS, as a result of the reduction, it is necessary
that the functions and purposes of certain city boards and
commissions be consolidated.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF EVANSTON:
SECTION 1: That resolution'*68-R-75 which established
the Police Services Committee is hereby repealed;
BE IT FURTHER RESOLVED, that the Human Services
Committee is hereby assigned the responsibility and the authority
to review the disposition of all complaints filed with the Police
Department. The Human Services Committee shall convene as the
Police Services Committee to accomplish this review.

BE IT FURTHER RESOLVED, that the Administration and
Public Works Committee is hereby assigned the responsibility and
authority to:
a) keep the City Council aware and informed of
police policies and problems; and
b) to keep the City Manager and Chief of Police
aware and informed of council and citizens
attitudes, concerns, and problems with law
enforcement activity.
BE IT FURTHER RESOLVED, that in carrying out their
respective responsibilities, the Human Services Committee and the
Administration and Public Works Committee and the Human Services
Committee, shall have access to any information and assistance it
deems necessary. The City Manager shall comply with the request
of the respective committee and make available such information
and assistance that may be requested; and
BE IT FURTHER RESOLVED, that in carrying out their
respective functions, the committee.shall at all times accord
deference to the privacy interests of persons affected and their
rights under the law;
BE IT FURTHER RESOLVED, that nothing contained herein
nor any activity of the Human Services Committee or the
Administration and Public Works Committee shall restrict the
Civil Service Commission, the City Manager, the Chief of Police
or any other body in the rightful exercise of their lawful powers
and responsibilities.
SECTION 2: This Resolution shall be in full force and
