HomeMy WebLinkAboutRESOLUTIONS-1993-019-R-93• 02-04-93 19-R-93 A RESOLUTION Supporting the McCook Cup Staged Reservoir WHEREAS, the need for a comprehensive plan to eliminate serious flooding and pollution problems associated with combined sewer overflows in the Chicago Metropolitan area has long been recognized; WHEREAS, 550,000 homes in Cook County tributary to the Des Plaines River and Chicago River systems are subject to flooding from combined sewer back-up; WHEREAS, the City of Evanston and other communities in the Chicago metropolitan area recognize the urgent need for a plan that will, among other things, prevent backflows of polluted waters into Lake Michigan, eliminate waterway pollution caused by combined sewer overflows, provide relief to residences and businesses by supplying an outlet for flood water, comply with federal and state environmental laws and accomplish these goals in the most cost-effective manner; WHEREAS, the Tunnel and Reservoir Plan (TARP) was recommended in 1972 by the Technical Advisory Committee of the Flood Control Coordinating Committee after several years of study; 19-R-93 WHEREAS, Section 108 of the 1976 Water Resources' • Development Act (Public Law 94-587) authorized the undertaking of advanced engineering and design of the Chicagoland Underflow Plan (CUP) for flood control and other purposes and delegated responsibility for such design to the United Sates Army Corps of Engineers; WHEREAS, the Corps of Engineers' studies confirmed that TARP is the most cost-effective approach to pollution and flood control in the Chicago Metropolitan area, and implementation of CUP through the McCOOK CUP STAGED RESERVOIR Project will provide approximately $61 million in benefits per year based upon reduction in flood damages alone; WHEREAS, TARP will further enable the additional utilization of Lake Michigan water, now diverted for use as dilution water, for domestic use for an additional 1.4 million people in Cook, Lake, DuPage and Will counties; WHEREAS, the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) is the local sponsor for TARP and CUP and is responsible for acquiring the right of way necessary to implement TARP and CUP and to ensure continued federal participation for such programs; WHEREAS, MWRDGC has recently concluded several years of negotiations with the owner of the McCook Quarry to acquire the land necessary for the construction of a TARP reservoir; WHEREAS, the Congressional Conference Report regarding appropriations for energy and water development for the fiscal 19-R-93 • n year ending September 30, 1993 urges that the project proceed in a timely manner, and that the Corps of Engineers take such actions as necessary so that construction of the reservoir in McCook could be initiated in fiscal year 1994; WHEREAS, for each year that the Chicago Metropolitan area does not have the flood relief to be provided by the McCOOK CUP STAGED RESERVOIR Project, $61 million in flood damage is caused to homes, and any delay may jeopardize federal participation in and support of TARP; WHEREAS, the City of Evanston recognizes that TARP and CUP are vitally important to the needs of its residents; NOW, THEREFORE, City of Evanston, of Cook County, Illinois, supports and is in favor of the McCOOK CUP STAGED RESERVOIR as outlined in the SUMMARY OF TECHNICAL STUDIES, dated iNovember 1992, and supports the relocation of 55th Street to implement the reservoir plan.
