SSupporting
efforts to reduce carbon
dioxide emissions in the United States
I;
WHEREAS, a consensus of scientists worldwide have concluded that carbon
dioxide and other heat -trapping gases are increasing in the atmosphere; and
I
WHEREAS, the current rate of carbon dioxide emissions, if not curbed
significantly before the year 2000 will decrease rainfall and increase coastal
flooding, altering and potentially devastating entire ecosystems; and
WHEREAS, the United States is the world's single largest source of carbon
dioxide emissions, and thus has the greatest responsibility to future generations
at home and abroad in reversing the trends that have caused recent global
temperature increase, and
WHEREAS, developing a sustainable global future includes promoting the use
of renewable energy resources; the use and reuse of all wastes and recycled
materials; transit alternatives to fossil -fuel dependant vehicles to improve air
quality: restoration and protection of natural habitats; and energy -efficient
housing and community design that reduces resource exhaustion and stimulates
social interaction; and
WHEREAS, the City of Evanston has many critical environmental
responsibilities, including land use planning, management of transportation
systems, protection of water resources, management of wastes, conservation of
energy, and development of parks: and

WHEREAS, the Evanston City Council and City departments have, demons

their concern for environmental matters through its maintenance of civic par ,

curbside recycling programs, and its expressed support for a new municipal energy
program: and
WHEREAS, a strong commitment by the United States Government to reduce
carbon dioxide emissions with investment in energy efficiency will allow the U.
S. to compete in a booming world market for renewable energy projects and
expanding employment, in contrast to the boom -and -bust cycle of fossil fuel -based
' energy.
NOW, THEREFORE, BE IT RESOLVED, .that the Evanston City Council declares its

support of efforts to urge the United States to reduce carbon dioxide emissions
by 25% within ten to fifteen years, while expanding U.S. investments 'n
sustainable, efficient energy programs.
